RE: City Council Pay/Reimbursement
Based upon the infvrmation my offi.ce has put together regarding
othex cities and how their city councils are paid ; and based upon
the input I have xeceived from some of you regarding this matt'er
I woiild offer the following for your consideration.
1 . The present salaries for Maqor and Council are $3,600
per year and $3000 per qear respectively.
2. Per diems are paid at the rate of $20 per meetins
outside of the City for councilmembers who attend "as
, direct�d bp the Citp Council" and $20 per meeting for
mee�ings "he/she deems necessary that he/she attend"
for the Mayor.
3. Per diems are generally thought to reimburse a person
for expenses while awaq from home on business. I3ut at
$20 per meeting out of town obviously this amount would
probably not be sufficient on most cases involving
travel, meals etc.
I believe, in consideration of increasing expenees, attendance at
meet�.ngs and for normal inflation costs a possible �ackage to be
considered would be as follows:
A. Increase; set salaries to $4, 200 per year for mayor and
councilmembers.
B. Increase per diems to $25 for meetings out of town for
both mayor and councilmembers and leave per diems at
$20 for in town meetings.
Per diem for in town meetings to be paid for meetinga
attended in excess of four in one month. These per
diems would be paid for meetings for a11 councilmembers
and the mayor without prior appraval or designation bp .
council. They would be limited to one per day as now
is the case.

C. In addition to per diems, expenses incurred while
attending meetings while on city business would be
reimbursed to the mayor and councilmembers.
You may wish to consider a cap on per day expenses or
calendar year - this would be sort a£ a budget for each
member.
D, All per diems and expense reimbursements would bs
listed on the bi11s 1:Lsting so council would be
informed of how muck members were requesting paqments
for.
The discussions I' ve had with some of you have addressed a
concern that this format could a11ow for abuse bp members. I can
onlq suggest that with some kind of cap, including payments on
bills listing and a hope that as elected officia].s, you and
future councilmembers will prove to be honest enaugh to en�op the
few benefits the positions carrg without abusing them.
Anp of these increases will have to wait until January 1 , t990 to
take affect.
