PUBLIC HEARING
Pine Bend Trail Improvements, Project 199 �
This public hearing is a result of the City Council initiating this project at
Staffs request. On May 30, 1989 the Cauncil authorized the preparatio� of the
engineering feasibility report for Pine Bend Trail Improvements, City Project
199. Council received the feasibility report on August 1, 1989 and called for a
public hearing for September 19, 1989.
The purpose of this public hearing is to review feasibility study, clear up any
questions Council may have regarding this study, hear input from benefited
property owners effected by this project and take appropriate action based on
Staff and the Publics input.
A representative from our Consulting Engineering firm of S. E. H. will be present
to provide a�presentation on the proposed improvements for this project and
answer questions regarding those improvements. I will provide a summary as to
the proposed method of assessments based upon the estimated cost in the
feasibility report. I would like to point out that we have some minor
discrepancies in the assessment area, assessable feet and assessment rate. These
discrepancies are the results of further research into determining as precise
footage amount as possible for this praject. The difficulty arises because all
the existing parcels adjacent Pine Bend Trail are metes and bounds descriptions.
The Dixie Chemical property is the oniy property we could find a survey sketch
on. All the other assessable foot figures are based ugon scaling distances off
the County plat map, which is appropriate for preliminary matters but will have
to be more accurately defined for the final assessment hearing. We will probably
have to go to the County Auditors office to gather the exact legal descriptions
to prepare the final assessment roll and determine accurate assessable footages.
Attached is the most up-to-date sketch and property listing we have. Also
attached is a preliminary assessment roll based on estimated cost and estimated
assessable footages.
Recommended action for Council to consider is to close the public hearing,
agprove the project and authorize preparation of plans and specifications.

I am a United States Citizen and the duly Qualified Glerk of the
City of Rosemount, Minnesota. �
On September 5, 1989, acting on behalf of the said City, I posted
at the City Ha11, 2875 145th Street West, and deposited in the
United States Post Office of Rosemount, Minnesota, copies of the
attached notice of public hearing regarding Pine Bend Trail
Street Reconstruction, Project ��199, enclosad in sealed
envelopes, with postage thereon fully prepaid, addressed to the
persons listed on the attached listings at the addresses listed
with their names.
There is delivery service by United States Mai1 between the place ` '
of mailing and the places so addressed.

TO WHOM IT MAY CONCERNc
NOTICE .IS HEREBY GIVEN, that the City Council of the City of Rosemount,
Minnesota, will meet at 8.00 o'clock p.m. or as soon thereafter as possible,
. Tuesday, September 19, 1989, in the Council Chambers of the City Ha11, 2875
145th Street West, to consider the following improvements:
Project �199 - Pine Bend Trail Street Reconstruction
The total estimated cost of said improvements is $220,000.
The amount to be assessed is estimated to not exceed $181.,000.
The area propased to be assessed for the foregoing improvements would generally
be all that area generally described adjacent to Pine Bend Trail located in the
south half of Section 18 and also in the north halves of Sections 19 and 20,
Township 115, Range i8, Dakota County, Minnesota. The westerly project terminus.
is located at the intersection of Pine Bend Trail and S.T.H. 55 in the southwest
quarter of Section 18. From this point, the prvject extends approximately 1.5
miles easterly and terminates at the Chicago and North Western Railroad crossing
located adjacent to C.F. Industries in the north half of Section 2U.
Such person as desires to be heard with reference to the proposed improvements
will be heard at this meeting. Written or oral opinions will be considered.
