The City Council and HRA agreed ta fund this project in an effort to contribute to the revitalization of this block. On September 5, 1989 the City Council approved the plans and specifications for this work with some minor revisions and authorized the September 18, 1989 bid opening. The purpose of this memo is to inform the Council about the status of an obstacie we recently found out about. The obstacle is the burying of the ex�sting overhead power lines along Burma Avenue and 145th Street. These lines are owned and operated by N.S.P. an& they are �skin� in the neighborhood of $35,000 to $60,000 to put these lines underground. it is a possibility that N.S.P. will share in the cost if this praject falls within their redevelopment guidelines. I hope to have an answer from N.S.P. by Tuesday nights meeting. Cost aside, N.S.P. indicates that it will take 4 to 6 weeks to complete the design and underground construction. This could delay the project until 1990. ` If we would proeeed with the aontract, we could install all the curb and gutter. We could wait to install the sidewalk a2ong 145th and Burma until the underground construction is completed. The sidewalk alon� Burnley and 146th Street could be done anytime. I€ we wauld proceed in this manner, we may be looking at an additional mobilization cost should the contractor do part of the work right away and then have to come back and finish up after the private utilities finish their work. Otherwise, we would be risking getting the whole project completed in 1989 if we wait for the contractor to do it all at once afCer the private utilities work is done.
