Adopt Resolution to Receive Feasibilit�Report/Set Public Hearing-
Chippendale Auenue Im rovements, City Project 191
The feasibility reports for Chippendale Avenue Street Imgrovements were passed
out at the 5eptember 6, 19$8 Council meeting. Now that Gouncil tias had a chance
to review the feasibility report I would request that Council adopt the attached
resolution which receives the feasibility repart and sets the public hearing on
October 18, 1988 at 8:00 p.m. to consider public opinion on this proposed
project.
The reason for pursuing this project at this time is because rtnDOT will be
constructing the new railroad bridge aver Highway 3 with some realignment to the
curves hetween Ganada Avenue and 160th Street. This project is being let in
November of 1989 and should be complete by fall of 1990. However, in the interim
AtnDQT will be designating 160th Street to Ghippendale; Chippendale to County Road
42, and County Road 42 back to Highway 3 as the detaur route. We presently have
about 75D cars per day over the grav�l portion of Chippendale Avenue, which
comprises the southerly most quarter mile. If you have ever driven this section
you can realize that we can barely keep up with grading this portion af roadway
at these traffic levels. Adding another 5,000-6,000 trips per day would be
disastrous if this section is not paved. Because MnDOT is designating this as a
detour route, they indicated that they will participate in some of the cost of
surfacin� the sontherly quarter mile. I should have more detailed information on
this by the October 18, 1988 public hearing.
Action for Council to consider is to adopt attached resolution which receives the
feasibility report and sets the public hearing for Chippendale Avenue
Improvements, City Project 191, for 8:00 p�m. on October 18, 298$.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT OF CITY PROJECT �/191,
CHIPP�NDALE AVENUE STREET IMPROVEPtENTS, AND CALLING FOR
PUBLIG HEARZNGS TO CONSID�R THE PROJECT
WHEREAS, the City Gouncil deemed it necessary anci expedient ttiat tlie City o£
Rosemount, Pfinnesota, construct certain improvements, to-wit: City Project ��191,
Chippendale Avenue Street Improvements, in the City as described in and in
accordance with the feasibility report preparPd by Short-Elliott-�3enc�riekson,
Inc., Consulting Engineers; and
WtIEREAS, the City Gouncil has been aclvised hy Cl�e Cc�nsultinF Fn�;ineers ttiat. said
street improvements, Gity Project ��191, is feasible, and should best be made as
proposed, and the Consulting Engineers' report to this eL-fect has heretofore been
received by Council, and filed with the Administrator/Clerlc on September b, 1988;
and
WHEREAS, the statute provided that no such improvements shall be made until the
Council has held a public he�ring on such improvements following mailed notice
and two publications thereof in the official newspaper stating time and place of
the hearing, the general nature of the improvement, the estimated costs thereof,
and the area proposed to be assessed, in accordance with the �aw.
--- NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that a
p�tblic hearing be scheduled to consider City Project ��191, Chippendale Avenue
Street Improvements to be held on Tuesday, Octoberig, 1988 at 8:00 o'�lock p.m.
in the Council Chambers of City Hall.
