Carrollton 2nd Addition PUD Final Development Plan1 CITY OF ROSEMOUNT RESOLUTION 1988- 3 A RESOLUTION GIVING APPROVAL TO THE CARROLLTON 2ND ADDITION PUD FINAL DEVELOPMENT PLAN WHEREAS, the City of Rosemount has approved a PUD Concept Plan and Preliminary Plat for the residential development of the west half of the southeast quarter (W 1/2 of SE 1/4) of Section 30, Township 115, Range 19, known as Carrollton 2nd Addition; WHEREAS, the Planning Commission has reviewed the PUD Final Development Plan for Carrollton 2nd Addition and submitted its recommendation for approval to the City Council; and WHEREAS, the required public hearing and notifications have been completed. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount approves Carrollton 2nd Addition PUD Final Development Plan, subject to an executed PUD and Subdivision Agreement. CARROLLTON 2ND ADDITION REZQNING In conjunction with approval of the Carrollton 2nd Addition Plat (Phase 1) rezoning of the area which will encompass the first 47 lots of the development from Agriculture to R-1 (Residential - Single Family) must also occur. Staff recommends rezoning each phase separately as they are platted into lots so as not to preclude other potential uses for the site should the whole development not be completed as proposed. Community Development Staff suggests that the area shown on the Carrollton 2nd Addition PUD Final Development Plan as Phase I be rezoned from A - Agriculture to R-1. 7g. CARROLLTON 2ND ADDITION FINAL PLAT (PHASE I) Entry One, Inc. is requesting at this time approval of the Plat for Carrollton 2nd Addition (Phase I) (see Plat). The area to be platted at this time divides the 42 acre property into 47 building lots (Phase 1) and two outlots (Outlot A and Outlot B). As mentioned in the review of the PUD Final Development Plan, the complete project including this plat meets all City requirements and Community Development Staff recommends approval at this time. As the project proceeds platting will again be required for Outlot A (Phase II) and Outlot B (Phase I11). 7h. COMPREHENSIVE GUIDE PLAN AMENDMENT #10 An Amendment to the City of Rosemount Comprehensive Guide Plan to add the 42 acres encompassed by Carrollton 2nd Addition to the Municipal Urban Service Area (MUSA) has been approved by the Metropolitan Council. The Planning Commission has already recommended approval of Guide Plan Amendment #10. The remaining action required to amend the Guide Plan is City Council approval by Resolution: 8c. PETITION FOR IMPROVEMENTS PHASE 3 - WIND'S CROSSING (VALLEY OAK ADDITION REPLAT), Mr. John Kratz, President of the Wind's Crossing Development Company, has petitioned the City to construct Public Improvements for Phase III of Wind's Crossing (see copy of plat). Mr. Kratz wishes to have improvements provided for an additional 27 lots of this 185 lot development composed of a mix of quad and single family homes. There are currently 55 remaining lots for which public improvements have not been completed. Because the developer does not wish to proceed with all 55 lots at this time, staff has worked with Mr. Kratz to determine the most logical manner to proceed, short of completing the project. Since utility lines and storm sewer are already in place for most of the 28 lots shown on the attached drawing it makes sense to complete public improvements (utility connections, street construction, etc.) for these lots at this time. A recommendation from the Planning Commission and approval from City Council for preparation of a Feasibility Study is required to proceed.
