RE: National Guard Armory Update
Attached is a report from Dean Johnson to me presenting a
chronological report of contacts, meetings, etc. with the
Minnesota National Guard since July of 1965 to the present. As
you can see and may know, a serious effort was made over a period
of two years to let the Guard know how much the city would like
to see a facility (armory) located here.
Until recently this effort was being supported by the city along
with county and state officials. In late December, I met with
Dick Dewey of Rosemount High School to discuss the serious
concerns the school district has for their lack of gymnasium, ice
skating and general use facilities and their desire to work with
the city to develop a common use facility.
Discussion on the armory facility came up. We decided a combined
effort to "lure" the Guard in locating a facility was necessary
and important. Mayor Elect Hoke has indicated to me that Senator
Wegscheid and Representative Ozment have discussed this with him
also. County Board Chairman Loeding has also.contacted me on the
matter.
Dean Johnson was directed and did initiate contact with the Guard
through General John Cox and found that the Guard has committed
to locating a facility in Inver Grove heights, but there could
very easily be additional facilities in Dakota County.
I have written General Cox (copy of letter enclosed) requesting
that another meeting be held with him and his staff to allow the
city and school district to reiterate_ our commitment and desire
to have an armory here and to discuss locations and land
contributions.
I would ask that you review the information presented here. I
will place this on the January 5 meeting agenda with hopes that
the Council pass another resolution supporting the Guard's
location of an armory here and pledging the city's cooperation.

Attached is a chronology of our contacts with the Minnesota Army National
Guard (MnARNG) in pursuit of an armory in Rosemount. Also attached are
letters from the Adjutant General, Mayor Knutson, City Resolution in support of
the armory, typical site plans for 60 -unit and 100 -unit armories and
miscellaneous notes from my file.
I am disappointed to learn of an apparent commitment by ARNG for a site in
Inver Grove Heights. The level of interest and commitment exhibited by the
City of Rosemount over the past two years should have warranted some sort of
contact by the Guard in recent months. As the chronology might suggest, our
contacts were usually met with explanationsof delay and lack of commitment.
We seemed to have been assured that in spite of delays, our interest was well
acknowledged.
I certainly recognize that the Guard has their own criteria for site selection.
We obviously have little control over their own preference from one site to the
next. What concerns me is any impression that anyone may have that the City
of Rosemount did not actively pursue an armory for the City. I do have
criticism with Guard for not informing the City that the funding/timing issue had
apparently been overcome.
The absence of contact with the Guard the last eight months has obviously been
a mistake. It is evident, now, I dropped the ball. That's hindsight. Looking
back, however, with repeated contacts with Guard and requests to be kept
informed, I feel the City was let clown by the Guard.
At this point, I can only recommend that we renew formal contacts with the
Guard. I spoke with General Cox, yesterday, and he welcomed another meeting
with the City. I suggest that we request such a meeting and attempt to move
forward on a positive note. With the interest expressed by the Rosemount
School District, perhaps we can put an irresistible proposal before the Guard.
Army National Guard (ARNG)
Armory Chronology
7/22/85 The Adjutant General, .Tames G. Sieben, sent initial letter
of inquiry (sent to other Dakota cities, as well).
8/7/85 Mayor Leland S. Knutson responded to General Sieben's
letter, indicating unanimous City Council support to pursue
development of an armory in Rosemount.
8/22/85 Written response from General Sieben that Colonel John
Cox, Chief of Staff, would set up a meeting with the City.
9/?/85 A lunch meeting was held to discuss basic issues
surrounding the ARNG's interest in an armory in Dakota
County -- Attendees: General James Sieben, Adjutant
General; Colonel John Cox, Chief of Staff; Chief Warrant
Officer Tom Ryan -Comptroller; Tom Nesbitt, Armory
Building Commission; Dennis Ozment, State Representative;
Darril Wegscheid, State Senator; Lee Knutson, Mayor; Don
Darling, City Administrator; Dean Johnson, Director of
Planning & Building.
10/?/85 Another lunch meeting with the same general participants.
The ARNG's interest in Rosemount seemed very evident --
central county location, City's interest and "cooperative"
track 'record with other issues and agencies. Detailed
discussions were held on the responsibilities of the host
community, funding obligations and options for expanding
the use of the facility at local expense. After the
meeting, Don Darling and Dean Johnson took the ARNG
personnel on a tour of potential sites.
11/5/85 City Council adopts Resolution 1985-57, unanimously
encouraging ARNGto select Rosemount as its site for an
armory and pledging its support and cooperation in the
subsequent planning and siting effort.
12/16/85 Spoke with ,teff Connell, Director, Dakota County Planning
and Program Management, about county's plans for jail,
maintenance and administrative office plans. Also spoke
with Justin Morritz, Dakota County Police Training
Coordinator, regarding the need for a centrally located
training facility, which would include classrooms, offices
and a rifle range. Staff and elected officials from the
City and county talked about the possibility of using
Brockway as a "mega" facility. (This concept seemed
legitimate after a seven month effort to bring a Tennessee
flat glass company to Brockway failed).
12/30/85 A large gr i of people met at the Brockwaygant to
evaluate the potential for multi -agency use of the site:
National Guard storage/maintenance facility; State Fire
Training facility; County Police Training facility; County
Maintenance facility; school district transportation facility;
City maintenance facility; and City park/golf course.
Consensus seemed to be the facility may be oversized and
require extraordinary costs for insulation and renovation.

1/?/86 Contacts with County staff didn't reveal any optimism in
pursuing the "mega" facility.
20/86 Contact with General Sieben or Colonel Cox regarding our
Brockway tour. Relocation of major guard activities
didn't seem likely. Site not well suited for a normal
armory -- prefer downtown area and more visibility.
Funding for new armories still unresolved, appears to be
two years away.
7/?/86 Contacted General Sieben to reiterate our interest --
informed him the new city hall was under construction in
the downtown. General Sieben indicated funding was still
an issue. He noted our interest was the most positive in
the county and we were at "the top of the list." I
requested that they keep us informed.
1/20/87 Tried to reach Colonel Cox and was informed he was
General Cox now, Assistant Adjutant. Colonel Richard
Hayes was the new Chief of Staff. Neither were
available, but I spoke with General Sieben. i expressed
concern about a newspaper article which seemed to
suggest an armory was going to be built in Inver Grove
Heights. He assured me that "no decisions have been
made about an armory in Dakota County." lie indicated
General Cox had only explained the requirements for an
armory to the City, in response to their offer to lease an
old school to the Guard. I informed him we had just
moved into our new city hall and extended an invitation
to visit. I reiterated our interest and commitment for an
armory in Rosemount and asked that the Guard keep us
informed. lie acknowledged our interest and indicated the
Guard was still not ready to move forward.
Don Darlinpontacted General Cox to inform S that
Steve Jilk was the new city administrator and a new
contact person. He informed him that we were still very
committed to an armory in the City.
This is the last contact with the Guard that can be
verified by anyone at City Hall for the next several
months.
12/23/87 I spoke with General Cox to express my disappointment
that the Guard had apparently proceeded with discussions
in IGH and not informed Rosemount that commitments by
interested parties could finally be made.. 1 explained our
formal commitment and contacts with the Guard over the
years should have evidenced our continued interest.
General Cox responded that they had also had contacts
with Burnsville and Apple Valley. He further noted that
Tom Nesbitt had just informed him that Dennis Ozment
expressed interest on behalf of ISD 196 for an armory
near the Rosemount High School. General Cox suggested
the City request another meeting with ARNG. 1
concurred.

I would like to take this opportunity, as the Adjutant General
of the State of Minnesota, to briefly discuss, the possibility of estab-
lishing a Minnesota National Guard Armory in your community.
In order to broaden our recruiting base and to provide for the
future growth of our Minnesota Army National Guard we are looking to
the suburbs for new locations.
We believe that your community would be an ideal location for one
of our units. I would appreciate it if you would discussthis possibility
with your community leaders and let me know if we could provide more
detailed information. At a later date we could meet with you for further
discussion. I'm sure you would find that there are many benefits (not
only financial) derived from a local National Guard unit in your area.
Currently we have units in 69 communities located throughout the
State- Hastings, Red Wing, Bloomington, Cottage Grove, and Northfield
are all communities near you which presently have active National Guard
units.
Thank you for your consideration and I hope to hear from you in
the near future.

This was discussed briefly at our regular council meeting on August 6,
1985. The council is in unanimous agreement that more information is
necessary and has asked me to make arrangements for the same.

A RESOLUTION PLEDGING SUPPORT TO THE MINNESOTA ARMY
NATIONAL GUARD IN ESTABLISHING AN ARMY NATIONAL
GUARD ARMORY IN THE CITY OF ROSEMOUNT, MINNESOTA
WHEREAS, the Minnesota Army National Guard has expressed
interest in establishing an armory in the City of Rosemount;
and
WHEREAS, officials of the Minnesota Army National Guard have
met with City officials to discuss the general planning and
funding requirements for an armory.
NOW THEREFORE BE IT RESOLVED, the City Council of the City
of Rosemount unanimously encourages the Minnesota Army
National Guard to select the City of Rosemount as the
location of the armory and pledges its support and
cooperation in the subsequent planning and siting effort.

I would like to take this opportunity on behalf of the City of
Rosemount and the Apple Valley -Rosemount Independent School
District 196 to advise you and your staff that the interest and
desire to have an armory located in the city is stronger than
ever.
As you are aware, the City of Rosemount's desire to have all
armory here in our city goes back some time. ''Beginning in 1985
the city met with yourself, General Sieben and others to discuss
the possibility, location of a facility and funding of expanded
portions of such a facility for a local community.
A resolution of support for and request of the Guard to locate a
facility was adopted in 1985 by our city council and sent on to
General Sieben. Another meeting was held in December of 1985 to
discuss the possible use of the Brockway Glass Company building
with General Sieben, yourself, state legislators and city
officials present. The site was not determined to be well suited
for all armory location.
In the next twelve months, General Sieben was contacted several
times by Mr. Johnson to reiterate the city's desire to work with
the guard to locate an armory here.
We were a bit dismayed in January of 1987 to read the article in
the newspaper concerning the offer by the City of Inver Grove
Heights to locate all armory in that city. When contacted by Hr.
Johnson, General Sieben indicated to him that no decisions had
been made, and he acknowledged the City of Rosemount's interest
and said the guard was not ready to move forward with a new
facility in Dakota County at that time.
In February, 1987, Don Darling contacted you to introduce you to
me as the new city administrator and reiterated the city's desire
for all armory to be located here.
Then yesterday, December 23, 1 was . advised 'by Mr. Johnson that
the guard has committed to building a facility in Inver Grove
Heights and that Apple Valley and Burnsville have discussed the --
same possibility with you.

As Mr. Johnson told you; we, the city, feel disappointed. We
want an armory located here in Rosemount, and we only hope we are
not too late to have another opportunity to convince the Guard
that Rosemount is the "right place" for. the. next facility in
Dakota County.
You are also aware, from a telephone visit with Tom Nesbitt, that
our Apple Valley -Rosemount School District is indicating a very
strong desire to be involved in locating an armory here. I have
met with school district representatives, and they have indicated
that desire strong and clear. They wish to propose land
dedication and financial involvement to facilitate other
community/school district segments of such a facility.
In order that we may discuss our continued interest and support
and to present the school district's interest and overwhelming
support to the MARNG to locate an armory here, I ask that you
consider attending a meeting here in Rosemount to discuss the
armory with us.
Please contact me at 423-4411 so that we can arrange such a
meeting. I can promise cooperation in meeting just about any
date and time which fits your schedule.

regarding the National Guard Armory discussion:
(1) A letter dated 12-24-87 to General John Cox outlining
the city's desire to meet with the MARNG to reiterate
the city's position on the Armory and to present add-
itional support from the Apple Valley/Rosemount School
District.
(2) A chronology of contacts, meetings, and notes from
Dean Johnson and others in staff on this subject.
I will appreciate your help in continuing support for the city's
efforts in this and I will contact you with any further information
as I hear it.

A RESOLUTION PLEDGING SUPPORT TO THE MINNESOTA ARMY
NATIONAL GUARD IN ESTABLISHING AN ARMY NATIONAL
GUARD ARMORY IN THE CITY OF ROSEMOUNT, MINNESOTA
WHEREAS, the Minnesota Army National Guard has expressed
interest in establishing an armory in the City of Rosemount;
and
WHEREAS, officials of the Minnesota Army National Guard have
met with city officials to discuss the general planning and
funding requirements for an armory; and
WHEREAS, the Apple Valley -Rosemount School.District has also
indicated strong interest in having an armory located in the
City of Rosemount; and
WHEREAS, the City of Rosemount and Independent School
District 196 feel it would be extremely beneficial to
Rosemount citizens in many ways for the Minnesota National
Guard to continue its planning to locate an armory in the
city.
NOW THEREFORE BE IT RESOLVED, the City Council of the City
of Rosemount unanimously continues its encouragement to the
Minnesota Army National Guard to select the City of
Rosemount as the location of the armory and pledges its
support and cooperation in the subsequent planning and
siting effort.
