This is the last of four sessions held throughout the state. This workshop is full; however, the Government Training Service informed me they are scheduling another session for Friday, February 19. The Institutes are excellent primer/refresher courses on land use planning and regulation. I strongly recommend attendance by the City Council and Planning -Commission, particularly new members. This is a great opportunity to learn planning jargon and the fundamentals of development 'issues and procedures. While the successful scheduling of this session is subject to minimum registration, it would not be unusual if it became another sellout. I recommend immediate authorization and registration by those able to attend (we'll take care of the registrations if you call the department). I also request authorization for up to three of my staff to attend. The Institute is tentatively scheduled to be held at the Earl Grown Center, St. Paul, from 8:30 4:30. January 21-22, 1987 - Los Angeles, CA IMPACT FEES: PAYING FOR GROWTH Impact fees are increasingly being accepted as a reasonable --and necessary means of helping finance the cost of new develop- ment. This workshop will teach you the basics of developing a fair, effective, and manageable impact fees system. You'll learn what has been accepted by the courts, and the nuts and bolts of calculating fees, and when to levy them. You'll get up-to-date in- formation on the legal setting, and advice on getting started. Next, you'll go step by step through the process of calculating fees and implementing your fees system.
