SU&l: Annual Planning Institute - February 19, 1988
Attached is a copy of a notice of the Annual Planning Institute to
be held in St. Paul, January 20. This is the last of four sessions
held throughout the state. This workshop is full; however, the
Government Training Service informed me they are scheduling another
session for Friday, February 19.
The Institutes are excellent primer/refresher courses on land use
planning and regulation. I strongly recommend attendance by the
City Council and Planning -Commission, particularly new members.
This is a great opportunity to learn planning jargon and the
fundamentals of development 'issues and procedures. While the
successful scheduling of this session is subject to minimum
registration, it would not be unusual if it became another sellout.
I recommend immediate authorization and registration by those able
to attend (we'll take care of the registrations if you call the
department). I also request authorization for up to three of my
staff to attend.
The Institute is tentatively scheduled to be held at the Earl Grown
Center, St. Paul, from 8:30 4:30. The registration fee is $45

what has been accepted by the courts, and the nuts and bolts of calculating fees, and when to levy them. You'll get up-to-date in-

APA NATIONAL PLANNING CONFERENCE
San Antonio - April 30 to May 4, 1988
San Antonio. Tenth largest city. Relaxed. Culturallydiverse. Award-winning cuisine. I tome of the Alnmo. A boom town. A
military town. Historic. Ah, the river. A tame bendofthe San Antonio River snakes its way through downtown to provide a
backdrop for the famous River Walk. Restaurants and nightclubs make this area one of the most enchanting tourist sppoots.
Paddle boats and barge trips are available for the less energetic. San Antonio after dark is a conventioneers' delight--
fiestas, square dances, rodeos, barbecues, the River Walk. La Villita, a 200 -year old restored settlement now houses
shops and restaurants. EI Mercado, a mexican-style market, gives shoppers a taste of souvenirs and art more common
south of the border. San Antonio has more variety than any place north of the border.
All of this and a chance to catch up on the latest in planning -- practices, trends and theories. More than a hundred discus-
sion sessions with theme tracks on management skills, constitutional law, impact fees, urban design, intergovernmental af-
fairs, small town and rural planning, and housing. Mobile workshops turn the entire area into a planning laboratory. Come
and see how San Antonio has maintained its charm and personality in the wake of a building boom. Join us for an exciting
conference. Early Registration Fees are:
