Section 30 Storm Sewer, Project 177 Discussionf DATE: JANUARY 14, 1988 TO: MAYOR & COUNCILMEMBERS C/O STEVE JILK FROM: CITY ENGINEER/PUBLIC WORKS DIRECTOR HEF RE: ITEMS FOR THE JANUARY 19, 1988 COUNCIL MEETING OLD BUSINESS Section 30 Storm Sewer, Project 177 Discussion At the December 1, 1987 Public Hearing for this Project Council deferred any decisions until the January 19, 1988 Council meeting. At Councils direction our Consultant and Staff were to review the alternatives regarding phasing for this project to see if all phases were necessary at this time. Our Consultant and Staff have reviewed the phasing that we discussed at the December 1, 1987 Hearing, that being Phase I including Subdrainage Areas B3 and B4, Phase II being Subdrainage Area C and Phase III being Subdrainage Area Dl and D2. If the Project was phased, then the cost estimate for the different phases are as follows: Subdistrict B (Phase I) 95,500.00 Subdistrict C (Phase II) 121,500.00 Subdistrict D (Phase III) 253,000.00 The proposed assessment rate for these phases are as follows: Subdistrict B-3 (Phase 1) $0.0892 per square foot Subdistrict B-4 (Phase 1) $0.0165 per square foot Subdistrict C (Phase II) $0.0646 per square foot SubDistrict D (Phase III) $0.075 per square foot If Council should decide to follow the phasing plan and initiate Phase I at this time, with subsequent phases at later dates, then Subdistricts C and D will be responsible for portions of the cost of Phase I improvements because the Phase I storm sewer segment is the downstream segment and would have to be oversized to accommodate the future flow proposed from Subdistrict C and D. Attached is a copy of the cost attributable to each Subdistrict for each Phase. As you can see from the table the cost for Phase I to oversize the pipe to include SubDistricts C and D in the future would be $8,625.00 and $43,500.00 respectively. All the cost estimates are based on 1988 dollars and reflects an economy of scale. Should this project be phased then the Phase II and III cast estimates would not be accurate at the time these projects may be built. Also, if the size of the project is reduced the Phase I cost may increase somewhat because of the loss of the economy of scale if the entire project was to go at once. However, Staff does not feel that these costs would be much more than in the range of 10%. Page 2 Section 30 Storm Sewer, Project 177 Discussion Because there are three (3) new Councilmembers on the Council from the time this was originally considered last December, Staff would not have any problem meeting with the Council in a workshop type atmosphere to inform the new members and update the old members on this project should the Council so desire. Our Consultant and myself will be at the January 19, 1988 meeting to provide a brief presentation.
