Master Storm Sewer Plan RFP
Attached is a copy of the Master Storm Sewer Plan Request for Proposal (RFP) that
Staff put together in order to solicit qualified engineering firms to prepare a
Master Storm Sewer Plan for basically the urban sanitary sewer service district
within the City. The following is a list of firms I intend to solicit RFP's
from:
Short, Elliott, Hendrickson
Barr Engineering
Maier Stewart & Associates
Orr-Schelen-Mayeron & Associates
Toltz, King, Duevall, Anderson
Therefore, Staff recommends Council approving the Master Storm Sewer Plan RFP and
authorizing Staff to solicit responses.
CITY OF ROSEMOUNT
REQUEST FOR PROPOSALS
COMPREHENSIVE STORM WATER MANAGEMENT MASTER PLAN DEVELOPMENT
PURPOSE
The purpose of this Request for Proposal is to provide a basis to evaluate
qualified Consulting Engineering firms in order to choose the best firm to
develop a Comprehensive Storm Water Management Master Plan hereinafter referred
to as the Water "Plan".

SCOPE ;
The scope of this Plan will be to develop a Comprehensive Storm Water Management
Plan that will accommodate future run-off within the study area for a 100 year
frequency storm in a safe, efficient, and cost effective manner, while
maintaining the best possible water quality. The Plan shall also be consistent
with objectives and requirements of the Vermillion River and Gun Club Lake
Watershed District Organizations along with the DNR.
STUDY AREA
The study area is basically the western 3 miles of the City of Rosemount, which
is located at the geographic center of Dakota County, Minnesota. The study area
is also located mostly within the Vermillion Watershed District's jurisdiction.
A small northerly portion is located in the Gun Club Lake District. Figure 1 & 2
more clearly shows these relationships.
PLAN CONTENT
The following is the minimum content the City expects:
1. Report
a) project scope
b) procedures followed and assumptions made
c) summary
2. Data
a) sizes and run-off volumes of drainage areas
b) size and volume at normal and high water elevations and discharge
volume
i) normal and high water elevations
ii) type of pond proposed - ei, detention/retention, wet/dry, etc.
c) DNR wetland number
d) flow routing
i) flowrate in and out
3. Maps
a) scale 1" = 1,000'
b) multi -color to separate drainage boundaries from background base map

a) by major drainage district

The following is a list of sources of information available, which the City will
provide, for the preparation of this Comprehensive Storm Sewer Master Plan.

TIMETABLE
The request for proposals for the comprehensive storm sewer management master
plan are due by February 5, 1988. Staff will recommend action at the March 1,
1988 Council meeting.
Assuming the Council authorizes the preparation of this master plan, then work
could begin immediately. The City would like to obtain preliminary results in
September, 1988, so the City can have an informational meeting in October, 1988.
Pending the outcome of the informational meeting, the City would like to adopt
the master plan in December of 1988. The Consultant shall submit a project
schedule with the RFP.
FEES
The City shall pay the consultant for the master plan on a cost plus -fixed fee
basis, invoiced monthly. The Consultant shall include a fee schedule with the
RFP showing hourly rates for employees and also hourly rates for any type of
specialized equipment. The RFP shall also indicate the fixed fee amount. The
Consultant shall also submit an outline of his project schedule, including task
and estimated man-hours.
QUALIFICATIONS
The Consultant shall submit qualifications and a client list of references with
the RFP.
The Consultant shall also include the names of the project management team and
their individual qualification with the RFP.
The Consultant shall submit a sample of one (1) previous Comprehensive Plan or a
sample outline of the contents of the Consultants proposes for this Plan.
REPRODUCTIONS
Upon completion of the report, the Consultant shall deliver 15 bound copies of
the entire plan and 100 copies of the Master Plan map(s).
MEETINGS

Consultant shall meet with Staff and/or Council as necessary -cin the preparation
of this plan. Consultant shall also attend Council meeting when plan is
presented to Council for approval and conduct at least one (1) public
informational meeting.
SELECTION CRITERIA
Staff will select the Consultant based on, but not limited to, the following
areas:
1. Experience of firm and project management team
2. Firms accountability record
3. Engineering fees
4. Timetable
