HomeMy WebLinkAbout7.j. 1988 Sanitary Sewer Extension, City Project #181DATE: JANUARY 28, 1988 TO: MAYOR & CITY COUNCILMEMBERS C/O ADMINISTRATOR JILK FROM: CITY ENGINEER/PUBLIC WORKS DIRECTOR HEFT 4 RE: ITEMS FOR THE FEBRUARY 2, 1988 COUNCIL MEETING Authorize Feasibility Report for 1988 Sanitary Sewer Extension, City Project #181 Staff is requesting that Council authorize a feasibility report to study the extension of sanitary sewer from Lift Station A, located just west of Hawkins Pond, to the east to connect with an existing crossing under Shannon Parkway. The reasons for Staff suggesting this feasibility report take place now are two -fold: I. The construction of the Hawkins Pond storm sewer improvement will disrupt almost the entire area where this sanitary sewer line would more than likely run. It certainly would make sense to construct the sanitary sewer at the same time as the bond improvements are going on. It would save on restoration cost and possibly installation cost. 2. The 80 acres east of Shannon Parkway has a very good chance of beginning development this year. If the 80 acres east of Shannon Parkway does indeed begin developing in 1988, the only way they will be able to get sanitary sewer is by this line to Lift Station A. Because of the above two reasons, Staff would recommend that Council authorize a feasibility report to study this issue and determine estimated cost. Staff has Put the developer on warning as to a contribution from him to assist the City in financing a portion of this sewer line because of his requiring a sewer line prior to the need of the adjacent land owners. Another reason for the developers contribution is that the City will not be able to assess one half of the cost of the sanitary sewer line that is adjacent to the ponding easement for Hawkins Pond. Because the City would be initiating this project the Council must approve of the feasibility report by a 4/5 vote. I will be available to answer any questions Council may have at the February 2, 1988 meeting.
