Our Consulting Engineer has completed the feasibility report, a copy of which is attached, and found the project feasible to construct. The next step for Council is to schedule a public hearing at which Council will listen to concerns and input from the public that this project affects. Staff would recommend setting this date and time at 8:00 p.m., Tuesday, March 15, 1988. This will allow Staff time to met all legal deadlines for Published and Mail Notice of this project. Therefore, Staff would recommend that Council accept the feasibility report for Project 4180, Valley Oak Replat-Phase III Public Improvements -and order a Public Hearing to be held on March 15, 1988 at 8:00 p.m. 0 0 CITY OF ROSEMOUNT RESOLUTION 1988 - A RESOLUTION CALLING FOR PUBLIC HEARING TO CONSIDER CITY PROJECT #180, VALLEY OAK ADDITION REPLAT-PHASE III STREET AND UTILITY IMPROVEMENTS WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit: City Project #180, Valley Oak Addition Replat-Phase III Street and Utility Improvements, in the City as described in and in accordance with the feasibility report prepared by Short - Elliott -Hendrickson, Inc., Consulting Engineers; and WHEREAS, the City Council has been advised by the Consulting Engineers that said installation of street and utilities., City Project #180, is feasible, and should best be made as proposed, and the Consulting Engineers' report to this effect has heretofore been received by Council, and filed with the Administrator/Clerk on February 16, 1988; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that a public hearing be scheduled to consider City Project #180, Valley Oak Addition Replat-Phase III Street and Utility Improvements to be held on Tuesday, March 15, 1988 at 8:00 o'clock p.m. in the Council Chambers of City Halla ADOPTED this 16th day of February, 1988. This report discusses sanitary sewer, watermain, drainage, streets, and street lighting improvements, and provides cost estimates for each. MINNESOTA WISCONSIN PART 1 INTRODUCTION 1.1 AUTHORIZATION On January 5, 1988, the Rosemount City Council upon petition by the owner, authorized the preparation of an Engineering Feasibility Report for utility and street construction in Phase III of Valley Oak Addition. This project has been designated as City Project No. 180. 1.2 SCOPE The purpose of this report is to study, make recommendations and provide cost estimates for the construction of sanitary sewer, watermain, storm sewer, street and street lighting facilities in Phase III of Valley Oak Addition. 1.3 DATA AVAILABLE The information and materials used in the preparation of this report include: 1. Final plat of Valley Oak Addition. 2. Grading plan of Valley Oak Addition (August 17, 1979). 3. City of Rosemount construction record drawings. 1.4 GENERAL BACKGROUND The project district is located in the north half of the southeast quarter of Section 31 in the previously platted Valley Oak Addition. The project area includes 27 single family residential lots located along 156th Street and Columbary Court as shown on Drawing No. 1. Trunk utilities have been installed in the project district on previous projects. For the purpose of this report it is assumed that all street and site grading will be completed by the owner. 1 - 1 PART 2 PROPOSED IMPROVEMENTS 2.1 SANITARY SEWER Proposed sanitary sewer facilities are shown on Drawing No. 2. These facilities include the westerly extension of an 8" PVC service main from the existing 12" RCP located in 156th Street and the construction of 8" PVC stub sewers for future extension at Columbia Court and Crestone Path. The existing trunk 12" RCP will provide service to Columbary Court and the easterly portion of 156th Street. The proposed facilities also include the extension of 4" PVC services to each lot from the proposed service and existing trunk mains. Where frontage is provided by the trunk mains, the services will be connected to inplace risers. 2.2 WATERMAIN Proposed watermain facilities are shown on Drawing No. 3. These facilities include the construction of 6" DIP stubs for future extension at Columbia Court and Crestone Path. 156th Street and Columbia Court will be served by existing 16" trunk and 6" service mains respectively. The proposed facilities will also include the extension of 1" copper services to each lot from the existing mains. 2.3 DRAINPGE Proposed storm sewer facilities are shown on Drawing No. 4. These facilities include the westerly extension of 30" RCP from the existing manhole on 156th Street to Columbia Court, the westerly extension of a 12" RCP from Columbia Court to Crestone Path and the northerly extension of a 27" stub from 156th Street. The 27 stub will ultimately be extended -along Columbia Court and connected to and transmit flows from the existing 27" discharge from Shannon Parkway. 2 - 1 PART 3 COST ESTIMATES Detailed cost estimates for all improvements proposed herein are included in the Appendix of this report. These estimates are based on projected, 1988 unit costs and include allowances for contingencies and anticipated overhead costs. These estimates do not include any costs for street or site grading. A summary of these costs is as follows: Sanitary Sewer $ 30,000 Watermain 20,000 Storm Sewer 40,000 Street Construction 75,000 Street Lighting 12,000 Total $177,000 In addition to the above costs, Phase III shall also be responsible for the cost of lateral benefits from the core facilities installed under City Project 154, Contract 1985-3 that were not assessed to the 22 lots included with the Phase II development.
