Receive Feasibility Report, Project 181, 1988 Sanitary Sewer Extension Lift Station #4 to Shannon Parkway At the February 2, 1988 meeting Council ordered the preparation of the feasibility report, based on Staffs recommendation, to consider extending a sanitary sewer line from Lift Station #4 to the 8" crossing under Shannon Parkway. Our Consulting Engineers have completed the feasibility report for this project, a copy of which is attached. Staff has reviewed the feasibility report and is in agreement with the findings that the project is feasible from an engineering standpoint. The estimated cost of these improvements would be about $56,000.00. These cost do not include easement acquisition cost, which based on past payments would amount to about $8,000.00. The next step, should the Council decide to receive the feasibility report, would be to order a public hearing to receive input from the effected property owners. A public hearing held at 8:00 p.m. on April 5, 1988 would allow Staff adequate time to prepare the required published and mailed notices. I would recommend that Council receive the feasibility report for Project 181, 1988 Sanitary Sewer Extension -Lift Station #4 to Shannon Parkway -and order a public hearing for April 5, 1988 at 8:00 p.m. CITY OF ROSEMOUNT RESOLUTION 1988 - A RESOLUTION CALLING FOR PUBLIC HEARING TO CONSIDER CITY PROJECT #181, 1988 SANITARY SEWER EXTENSION LIFT STATION #4 TO SHANNON PARKWAY WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit: City Project #181, 1988 Sanitary Sewer Extension, Lift Station #4 to Shannon Parkway, in the city as described in and in accordance with the feasibility report prepared by Short - Elliott -Hendrickson, Inc., Consulting Engineers; and WHEREAS, the City Council has been advised by the Consulting Engineers that said sanitary sewer extension of Lift Station #4 to Shannon Parkway, City Project 181, is feasible, and should best be made as proposed, and the Consulting Engineers' report to this effect has heretofore been received by Council, and filed with the Administrator/Clerk on March 1, 1988; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that a public hearing be scheduled to consider City Project #181, 1988 Sanitary Sewer Extension, Lift Station #4 to Shannon Parkway to be held on Tuesday, April 5, 1988 at 8:00 o'clock p.m. in the Council Chambers of City Hall. This project has been designated as City Project No. 181. 1.2 SCOPE The purpose of this report is to study, make recommendations and provide cost estimates for the construction of sanitary sewer in the project district. 1.3 DATA AVAILABLE The information and materials used in the preparation of this report include: 1. Construction plans for Hawkins Pond (February 2, 1988). 2. City of Rosemount construction record drawings. 3. City of Rosemount topographic maps. 1.4 GENERAL BACKGROUND The project area is located in the southeast quadrant of the northwest quarter of section 30 as shown on Drawing No. 1. The surrounding project district includes fourteen land parcels, the Shannon Parkway right-of-way, and the Hawkins Pond easement area which is currently under consideration for construction by the City. 1 1 PART 2 PROPOSED IMPROVEMENTS 2.1 SANITARY SEWER Proposed sanitary sewer facilities are shown on Drawing No. 2. These facilities include the easterly extension of an 8" PVC service main from existing lift station #4 to the inplace 8" PVC stub previously constructed under Shannon Parkway. The total length of this sewer is approximately 1500 feet. The proposed facilities also include the installation of 8" x 4" PVC wyes for future service extensions to adjacent properties. 2.2 EASEMENTS The proposed sanitary sewer facilities will require the _acquisition of additional easements as shown on Drawing No. 2. These include a 30 foot permanent easement for operation and maintenance as well as a 15 foot temporary easement for construction purposes. 1 2-1 These facilities are proposed to be constructed directly adjacent to the Hawkins Pond retention area and drainage channel is which proposed for construction under City Project No. 176. This will minimize the total easement area required for public facilities. Also shown on Drawing No. 2 are the proposed elevations of the sewer which will provide a minimum 10' depth at all service points and a minimum 6' of cover through the southwest corner of the pond. This improvement will provide direct service to adjacent properties lying directly to the south and also provide for the future.extension of sanitary sewer into the remainder of the project district. Service has previously been provided t to Parcel 014-37. The proposed facilities also include the installation of 8" x 4" PVC wyes for future service extensions to adjacent properties. 2.2 EASEMENTS The proposed sanitary sewer facilities will require the _acquisition of additional easements as shown on Drawing No. 2. These include a 30 foot permanent easement for operation and maintenance as well as a 15 foot temporary easement for construction purposes. 1 2-1 PART 3 COST ESTIMATES A detailed cost estimate for the proposed improvement is included in the Appendix of this report. .This estimate is based on projected 1988 unit costs and include allowances for contingencies and anticipated overhead costs. This estimate does not include any costs for easement acquisition. The total estimated project cost is $55,000. In the preparation of this estimate,- it is assumed that this project .would be constructed independent from the Hawkins Pond project. Minor cost savings, particularly on restoration items, could be realized if the construction of the two projects were effectively coordinated. 3 - 1 PART 4 PROJECT DISTRICT The following parcels of land are included in the project district: North 1/2 of Section 30, Township 115 North, Range 19 West 010-12 010-30 010-35 010-36 010-39 010-40 010-41 010-42 010-43 010-45 013-37 014-37 020-35 020-40 4 - 1 PART 5 FEASIBILITY We find that the improvements described herein are feasible and recommend that they be constructed in general compliance with the provisions of this report. 5 - 1 PART 6 PROJECT SCHEDULE The proposed schedule for this improvement is listed below. This schedule assumes that all necessary easements can be acquired without condemnation or lengthy delays.
