W. osernq to1 • ROSEMOUNT, MINNFSOtA F,5nfi11 -ou 11 612- 423.4411 TO: Mayor, City Council and City Administrator' FROM: Dean Johnson, Director of Community Development DATE: March It, 1988 r SUBJ: Routed/ Organized Collection & Recycling Subcommittee Appointments I have been made aware that the County Board will be soliciting appointments from each of the cities for representation on two subcommittees: organized and routed collection and recycling. We should receive some brief summaries of the purpose/duties of the two subcommittees in time for packet distribution. I have suggested this item be added to the agenda to allow us as much time as possible to advertise and/or recruit appointees, in spite of the risk of being a little premature. Description of DAKOTA COUNTY'S SOLID WASTE MANAGEMENT ADVISORY COMMITTEE AND RELATED SUBCOMMITTEES ,r Solid Waste Management Advisory Committee The role of the Solid Waste Management Advisory Committee (SWMAC) is to aid in implementing the.solid waste management policies and plans as set forth by the County Board of Commissioners. In this role, SWMAC is charged with the following; 1. To review solid waste management policies and plans as set forth by the County Board of Commissioners and recommend actions and activities which are consistent with these policies and plans. 2. To work with County staff in determining the best approach in implementing County solid waste management policies and plans. 3. To assist the County staff in acquiring and maintaining basic information and background data as is necessary to understand the solid waste management system in the County. 4. To provide a two-way communication link to the communities, businesses and residents of Dakota County regarding solid waste issues. 5. To perform other duties which may be lawfully assigned to the Committee. The Committee is made up of representatives of cities and towns in the County, private waste management firms, and the general citizenry. These groups are equally represented and the individuals are appointed by the County Board of Commissioners. In addition, member's of the Metropolitan Council's Solid Waste Advisory Committee, who reside in the County, are members of the Committee. Currently there are a total of 16 members on the Committee. Three (3) subcommittees of SWMAC have been established by the County Board of Commissioners. These subcommittees will be responsible for working with County staff in a particular area and are expected to make recommendations to SWMAC regarding the implementation of activities- associated with those assigned areas. The three subcommittees are Routed and Organized Collection, Recycling, and Education. Pouted and Organized Collection Subcommittee Dakota County is requiring that all urban cities in the County must consider organized collection as part of their waste management system, by 1990, if they are to receive continued funding under the County's Community Landfill Abatement Funding Assistance Program. The purpose of this subcommittee is to assist the County in undertaking background studies of routed and organized collection systems and to outline the issues associated with these systems for the urban cities within Dakota County. This subcommittee will consist of representatives from each of the 14 cities (except Farmington), 6 waste haulers, and 3 SWMAC members 1 Recvclina Subcommittee With a goal of 20% waste reduction/recycling by 1992 and greater levels of recycling beyond that, the Recycling Subcommittee will play an important role in determining how to achieve this goal in the years ahead. Working with County staff and the County's consultants, the Subcommittee will participate in the preparation of the Recycling Implementation' Strategy (RIS). In addition, the, subcommittee will have considerable input regarding how best to implement a County -wide recycling program. Education Subcommittee The purpose of the Education Subcommittee is to determine how best to inform and educate the public regarding the County's integrated approach to solid waste management as well as developing education programs/materials promoting the reduction, reuse, and recycling of waste. Beyond this, the Subcommittee may want to explore hoar to effect long term value changes to make recycling an accepted, routine part of one's lifestyle.
