RE: Fire Dept Officer Salaries
Attached find a memo from Scott Aker concerning the request
to change salaries for Fire Department Officers.
I have discussed this quite thoroughly with Scott and I feel
an explanation is in order so that there is no misunderstanding
here.
During August of 1987 I met several times with Chief Turek
to discuss 1988 budget items. Part of those discussions included
a proposal from the fire department for officers salaries. These
were, in my estimation, high. Bob and I held a couple different
discussions after which we compromised on what would be proposed
to the council. Those numbers are what you see under "Approved
by Council". These were proposed to the council on December 1st
and would have been approved but Councilman Walsh advised at that
meeting that the Fire Department members had not voted on them.
Council tabled discussion on them until December 15th so the Fire
Department could consider them.
I was advised on December 9th that the Department approved
the salaries and so put them back on the 12-15-87 agenda and they
were approved.
I found out in February, after talking to Scott and another
Fireman that what was voted on, by the department, was the
proposal listed "Approved by Membership (and recommended)".
Somehow there was a lack of good communication between my office
and the department. I can accept the blame for this, but I'm not
sure how it happened. Nonetheless, there was a misunderstanding,
and I do not have a problem with what the department is
requesting and recommend your approval
I am working with Scott and other departments in an attempt
to make the Fire Department feel more a part of the entire city
organization and wish to continue to build on good relations.
We will continue to build on the communication issues.

It has come to the attention of the Fire Department
Membership that the salaries that were approved by the
Membership at a Special Meeting held December 8, 1987,
were changed, somewhat, when sent to the council for
approval

This information was presented to the membership at the
regular February meeting.
At the regular March meeting the Fire Department
Membership voted to present the salary situation to the
council again for adjustment. The membership
recommends that the council approve the salaries as
approved and recommended by the membership at its'
December 8, 1987, Special Meeting.
Specifically, they request that the Fire Marshall's
salary go from $750 to $600 and the Training Department
go from $350 to $500.That will keep it the same as
` 1987 and be what they are expecting. This represents a
shift in money and does not impact the budget.
