7. SHANNON OAKS - PRELIMINARY PLAT
Mr. John Houston, President of the Great Stock Corporation, has
submitted a revised Preliminary Plat for Shannon Oaks which proposed
subdivision of a 62.4 acre parcel located off County Highway 38 into
twelve (12) lots These twelve proposed lots will be accessed from
the northernmost portion of Shannon Parkway which will be constructed
for this project.
A preliminary plat for Shannon Oaks was origonally approved by City
Council in June of 1981, however the developer chose not to pursue
final plat approval at that time. The origonal preliminary plat was
based on different zoning ordinance requirements which entailed a
density of one home per 2.5 acres based on a development with on-site
water and sewer systems. The preliminary plat approval in 1981 was
only binding for one year and requirement of the Comprehensive Guide
Plan and the Zoning Ordinance subsequently changed requiring an
overall density of one home per five acres (Rural Residence) for
homes serviced by on-site water and sewer systems
At the March 1st Planning Commission meeting Mr. Houston resubmitted
his origonal preliminary plat which proposed 16 Tots at a one home"
per 3.8 acre density. The Commission debated whether or not it was
in the best interest of the City to approve this proposal based on
Council action which had occurred in 1981. The Commission decided to
recommend against approving the 16 lot proposal because it does not
meet current Guide Plan and Ordinance Requirements. Mr. Houston
agreed to modify his proposal for the March 15th Planning Commission
meeting at which time further discussion took place and some
additional changes were recommended by the Planning Commission
At that meeting the Commission was in general agreement that
subdivision of the property into twelve lots ranging in size from
slightly over 4 acres to about 7 acres yielding an overall density of
one home per five acres would represent the most logical lot
configuration.
The Preliminary Plat which Mr. Houston has submitted conforms to the
recommendations of the Planning Commission and meets all zoning and
subdivision requirements of the Rural Residence District.
Since the revised Preliminary Plat will be reviewed by the Planning
Commission at their April Sth meeting, Community Development Staff
will inform the Council of Planning Commission recommendations
tuesday night.

Subject: SHANNON OAKS - Proposed subdivision
Gentlemen:
During our March 15, 1988, meeting with the Planning Commission it was
suggested that we re -submit Shannon Oaks as a 12 lot subdivision with 7 lots east
of the Parkway and 5 lots west of the -Parkway and that a permanent variance to
allow horses on all 12 lots would be approved along with the final plat.
Accordingly ,we are submitting for your review and approval the revised 12
lot version of the proposed Shannon Oaks subdivision. The size of each lot is
indicated on the preliminary plat. They vary in size from 4.2 Acres to 7.1 Acres.
As you know, the subject property was assessed for 16 units last fall for the
County Road 38 improvements. If this 12 lot proposal is approved we, therefore,
request a refund of the 4 units at $1,818.87 per unit for a total of $7,275.48.
We understand that Shannon Oaks is scheduled for final approval of the
preliminary plat by the Planning Commission and the City Council at its April 5,
1988, meetings. We also understand that our petition for the construction of
Shannon Parkway through the proposed Shannon Oaks subdivision is scheduled for
consideration by the Council at the April 5th meeting.
We respectfully request approval of both the Shannon Oaks preliminary plat
and the Shannon Parkway petition.

RESOLUTION 1988-
A RESOLUTION GIVING APPROVAL TO THE
SHANNON OAKS PRELIMINARY PLAT AND
SETTING OUT THE CONDITIONS FOR FINAL APPROVAL
WHEREAS, the City of Rosemount has received a Preliminary Plat
for the east half of the Southeast Ouarter of Section 18, Township
115, Range 19, known as Shannon Oaks; and
WHEREAS, the Planning Commission of the City of Rosemount has
reviewed said Preliminary Plat and submitted its recommendation
to the City Council; and
WHEREAS, the required public hearing and notifications have been
completed.
NOW THEREFORE BE IT RESOLVED, that the City Council of the
City of Rosemount approves the Shannon Oaks Preliminary Plat,
subject to the following:
1. Rezoning;
2. Park dedication recommendations;
3. Engineering recommendations;
4. Subdivision Development Contract.
Adopted this 5th day of April, 1988.
