Admit Resolution to Designate Municipal State Aid Streets
Under the Municipal State Aid Street System, the City is allocated a certain
number of miles of City streets that the City may designate as a Municipal State
Aid Street. One of the facts this formula is based on is on the City street
mileage. Because the Citys' street mileage increases each year with new
development, we have about 3 miles of streets we can designate as Municipal State
Aid Streets. Being able to designate a street as a Municipal State Aid Street
makes it eligible for receiving Municipal State Aid Funds for construction and
maintenance.
The streets I would like to add to the State Aid system are 135th Street from
Biscayne Avenue to 0.41 mile east of Biscayne (Bacardi Avenue) and an extension
of Bacardi Avenue from 135th Street to County Road 42. The State Aid office has
given us approval to designate these two routes as Municipal State Aid Streets.
In order to finalize this approval and place our streets on this system the
Council needs to approve the attached resolutions.
The addition of the 1.46 miles of street to our MSA system will reflect an
increase to our MSA annual allotment because a portion of our allotment is based
upon the dollar needs to construct and maintain our system. Because these
roadways are basically unimproved and will require maximum construction effort we
will be able to obtain the maximum amount of construction dollar needs for 1989
allotment.
I am also attaching a sketch of the proposed MSA routes. If Council should have

RESOLUTION.1988.-
A RESOLUTION ESTABLISHING A MUNICIPAL STATE AID STREET
BACARDI AVENUE, FROM 135TH STREET WEST TO
COUNTY STATE AID HIGHWAY 42 (1.05 mi)
WHEREAS, it appears to the City Council of the City of Rosemount that the street
hereinafter described should be designated a Municipal State Aid Street under the
provisions of Minnesota Laws of 1967, Chapter 162;
NOW THEREFORE BE IT RESOLVED, by the City Council of the County of Dakota that
the road described as follows, to -wit:
Bacardi Avenue, from 135th Street West to County State Aid Highway 42
(1.05, mi)
be, and hereby is established, located, and designated a Municipal State Aid
Street of said City, subject to the approval of the Commissioner of
Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City is hereby authorized and directed to
forward two certified copies of this resolution to the Commissioner of
Transportation for his consideration, and that upon his approval of the
designation of said road or portion thereof, that same be constructed, improved
and maintained as a Municipal State Aid Street of the City of Rosemount, to be
numbered and known as Municipal State Aid Street No. 111.
