RFP's for Fire Station Facilities & Fire/Police AdministrationTO: Mayor Hoke I' () t ()x 510 Councilmembers Napper Oxborough Walsh Wippermann FROM: Stephan Jilk, Administrator/Clerk RE: Request for Proposals Fire Station Facilities - Fire/Police Administration Gentlemen: Pursuant to the city's request for proposals to complete studies on the need for fire station facilities and the consideration of combining police and fire department administration, we have received four proposals for each study. Twelve firms received the requests for proposals. Those proposals are attached for your review and reference as you see fit. Proposals were received from: (1) Boarman and Associates (2) Hoisington Group, Inc. (3) Israelson, Reese & Ellingson Associates (4) Kodet Architectural Group, Ltd. Police Chief Red Staats, Fire Chief Scott Aker and I reviewed these proposals based upon our criteria of: (A) Consultants understanding of the scope of the studies; (B) Methodology to be used to conduct study; (C) Use of city staff in conducting study; (D) Estimated cost for completion of studies; and (E) Experience of consultant in conducting this type of study and their working with other cities. I would like to briefly summarize our findings in reviewing these proposals using the above criteria: (A) Consultants understanding of scope of studies: I met with principles of each firm to discuss the proposed studies. There still seemed to be a wide range of concepts of what the city wanted out of these studies. Two firms, Boarman and Hoisington, seemed to accurately reflect in their opening statements the purpose of the studies.
