Public Improvements, Project #184
I have reviewed the feasibility report that our Consultants completed regarding
the installation of utilities and streets within the O'Leary's Hills 4th
Addition. I am enclosing a copy of the feasibility report for Councils
information.
Because the feasibility report finds the improvements feasible from an
engineering standpoint, I would recommend that Council receive the feasibility
report and set a public hearing for Project #184, O'Leary's Hills 4th Addition
Utility and Street Improvements, at 8:00 p.m. on May 17, 1988.
A representative from our Consulting Engineering firm who prepared the report
will be available to provide a brief overview of the project. Until then, should
Council have any questions or concerns regarding this project, please feel free
to contact me at Councils convenience.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT OF CITY PROJECT #184
O'LEARY'S HILLS 4TH ADDITION STREET AND UTILITIES IMPROVEMENTS,
AND CALLING FOR PUBLIC HEARING TO CONSIDER THE PROJECT
WHEREAS, the City Council deemed it necessary and expedient that the City of
Rosemount, Minnesota, construct certain improvements, to -wit: City Project #184,
O'Leary's Hills 4th Addition Street & Utility Improvements, in the City as
described in and in accordance with the feasibility report prepared by Short -
Elliott -Hendrickson, Inc., Consulting Engineers; and
WHEREAS, the City Council has been advised by the Consulting Engineers that said
street and utility improvements, City Project 184, is feasible, and should best
be made as proposed, and the Consulting Engineers' report to this effect has
heretofore been received by Council, and filed with the Administrator/Clerk on
April 19, 1988; and
WHEREAS, the statute provided that no such improvements shall be made until the
Council has held a public hearing on such improvements following mailed notice
and two publications thereof in the official newspaper stating time and place of
" - the hearing, the general nature of the improvement, the estimated costs thereof,
and the area proposed to be assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that a
public hearing be scheduled to consider City Project #184, O'Leary's Hills 4th
Addition Street and Utility Improvements to be held on Tuesday, May 17, 1988 at
8:00 o'clock p.m. in the Council Chambers of City Hall.

EXECUTIVE SUMMARY
City Project 184 provides for the construction of sanitary sewer,
watermain, storm sewer, street and lighting facilities in
O'Leary's Hills 4th Addition. This development consists of 31
single family residential lots and is located in the northeast
quarter of Section 31 adjacent to Shannon Parkway and O'Leary's
Hills 3rd Addition.
The project includes approximately 1,560 feet of sanitary sewer;
2,150 feet of watermain; 465 feet of storm sewer; 1,600` feet of
street construction; and 4 street lights. The total estimated
project cost is $273,000. Of the total, $249,000 will be
recovered through assessments and the remaining $24,000 will be
obtained from the Sanitary Sewer Core Facility Fund. The project
is scheduled for construction during the 1988 construction
season.
PART 1 - INTRODUCTION
1.1 AUTHORIZATION
On March 15, 1988 the Rosemount City Council, upon petition
by the owner, authorized the preparation of an engineering
feasibility report for utilities and street construction in
O'Leary's Hills 4th Addition. This project has been
designated as City Project No. 184.
1.2 SCOPE
The purpose of this report is to determine the engineering
feasibility of this project based upon a review of the data
available, and to make recommendations and provide cost
estimates for the construction of sanitary sewer, watermain,
storm sewer, street and lighting facilities in O'Leary's
Hills 4th Addition.
1.3 DATA AVAILABLE
Information and materials used in the preparation of this
report include:
1. Final plat of O'Leary's Hills 4th Addition (March,
1988).
2. O'Leary's Hills Residential Planned Unit Development
(PUD) Information (March, 1987).
3. Utility Study for Section 31 (December, 1978).
4. City of Rosemount Topographic Maps.
5. City of Rosemount Construction Record Drawings.

PART 2 - GENERAL BACKGROUND
2.1 LOCATION
The project area is located in the southwest quarter of the
northeast quarter of Section 31 and lies between Shannon
Parkway and Chippendale Avenue north of 155th Street as
shown on Drawing No. 1.
2.2 PROJECT AREA
O'Leary's Hills 4th Addition consists of 31 single family
residential lots, rights-of-way for segments of 153rd
Street, Columbia Way, Claret Avenue and the Columbary Circle
cul-de-sac, and Outlot A, which includes a proposed City
storm water detention pond. This is the fourth phase of the
O'Leary's Hills PUD.
2.3 EXISTING CONDITIONS
The project area is currently used for agricultural
purposes. In accordance with City requirements all street
and site grading will be completed by the developer in
accordance with the master grading plan submitted in the
approved PUD. The required street grading includes core
excavation of all plastic (non -suitable) materials within
the roadway area and replacement with granular (suitable)
materials.
2.4 ADJACENT PROPERTY
The project area is located immediately east of Shannon
Parkway and immediately north of O'Leary's Hills 3rd
Addition. Street and utility construction in O'Leary's
Hills 3rd Addition was nearly completed in 1987 under City
Project No. 175. Utility construction was completed in
Shannon Parkway in 1987 with the remaining street
construction to be completed this spring under City Project
No. 171.

PART 3 - PROPOSED IMPROVEMENTS
3.1 SANITARY SEWER
Proposed sanitary sewer facilities are shown on Drawing No.
2. These facilities include the northerly extension of an
inplace 12" sewer on Columbia Way to 153rd Street; the
westerly extension of an 8" sewer along 153rd Street from
Columbia Way to Shannon Parkway; the easterly extension of a
10" sewer along 153rd Street from Columbia Way to Claret;
and the northerly extension of an 8" sewer into the Columbia
Circle cul-de-sac from 153rd Street. The 10" and 12" lines
will be constructed at extra depth to provide for future
extensions from the manhole stubs at 153rd Street and Claret
to the north and east. These extensions will provide
service to the remainder of the Section 31 service area
bounded by Chippendale Avenue and County Road 42.
The proposed facilities also include the extension of 4"
services 10' into each lot from the proposed mains in the
street. Service risers will be installed on the extra depth
10" main.
3.2 WATERMAIN
Proposed watermain facilities are shown on Drawing No. 3.
These facilities include the northerly extension of an
inplace 6" main on Columbia Way to 153rd Street; the
easterly extension of an 8" main from Shannon Parkway to
Claret; the northerly extension of an 8" main on Claret
Avenue from mid -block to 153rd Street; and the northerly
extension of a 6" main through the Columbary Circle cul-de-
sac to the northeast corner of the plat. This main will
ultimately be extended to connect with a main in Claret
Avenue.
The proposed facilities will also include the extension of
1" services 10' into each lot from the proposed mains in the
street.

3.3 DRAINAGE
Proposed storm ,sewer facilities are shown on Drawing No. 4.
These facilities include the northerly extension of an
inplace 15" storm sewer on Columbia Way to 153rd Street and
the construction of a 12" storm sewer from the Columbary
Circle cul-de-sac to the detention pond located in Outlot A.
Inlets are proposed to collect storm runoff at the upstream
end of each of these lines.
In a subsequent phase, an overflow storm sewer from .the
detention pond in Outlot A will be constructed as shown in
Drawing No. 4. This sewer will transport flows from the
detention pond southeasterly to the inplace trunk storm
sewer in Chippendale Avenue via Claret Avenue and 153rd
Street through future phases of the O'Leary's Hills PUD.
3.4 STREET CONSTRUCTION
The construction of standard city streets is proposed as
shown on Drawing No. 5. The proposed streets are 30 feet
wide with a cul-de-sac radius of 45 feet. The proposed
street section consists of a 2" bituminous wearing course
and 2" bituminous binder course placed over a 6" aggregate
base with design D418 (surmountable) concrete curb and
gutter. This section assumes that a granular subgrade will
be provided by the developer. The developer will also be
responsible for the restoration of the boulevard areas as a
part of the final lot development.
Street construction in Claret Avenue will be included in a
subsequent phase after the installation of the future storm
sewer.
3.5 STREET LIGHTING
The type and location of proposed street lights are also
shown on Drawing No. 5. Type A lighting units are 15 feet

high with post to
g p p mounted fixtures. Type H lighting units
are 25 feet high with the fixtures mounted on a 2-1/2 foot
mast arm. Street lighting facilities will also include the
installation of feedpoints and connector runs to each of the
units. The feedpoints will be installed adjacent to
transformers which will be located and installed by the
local electric utility (NSP).
3.6 EASEMENTS
A 10 foot utility easement will be required on each of Lots
13 and 14 of Block 3 along either side of their common lot
line for the installation of the proposed 6 watermain. A
10 foot utility easement will also be required on each of
Lots 11 and 12 of Block 3 along either side of their common
lot line for the installation of the proposed 12 storm
7r sewer.

1 4.1 COST ESTIMATES
PART 4 - FINANCING
Detailed cost estimates for all improvements proposed herein
are included in the Appendix of this report. These
estimates are based on projected 1988 unit costs and include
allowances for contingencies (10$) and anticipated overhead
costs (20%). These estimates do not include any costs for
street or site grading or easements which will be required
of the developer as a part of the Development Contract with
the City.

4.2 ASSESSMENT AREA
The following parcel of land is located within the project
area and is subject to assessments to recover the project
costs.

4.3 COST RECOVERY
4.3.1 Core Facilities
The estimated cost of the extra depth and pipe
diameter of the 10" and 12" sanitary sewers, which
is necessary to provide service to future

development areas, is considered to be a City core
facility cost. This cost is not assessable to the
project area but can be recovered from the
Sanitary Sewer Core Facility Fund. With standard
contingencies and overhead allowances, this cost
is estimated to be $24,000.
This cost is calculated as the differential unit
cost of the core facilities from the standard
residential sanitary sewer and is based on the

4.3.2 Assessments
After the core facility cost has been subtracted
from the total estimated cost of the project, the
remaining assessable amount is $249,000.
Spreading this amount over the 31 lots in the
project area, the total estimated assessment rate
for each lot is $8,030.

4.4 PENDING ASSESSMENTS
Pending assessments against the project area for the
construction of Shannon Parkway Street Improvements, City
Project No. 171, are estimated to be $1,514/Acre.

The proposed schedule for this improvement is listed below. This
schedule is based on the provisions of Chapter 429 of the
Minnesota Statutes. It assumes that all elements of the improve-
ment, including developer obligations are completed in a timely
