Subject: Invitation to Preparing for the Future
Please be advised that I as Ex Dir of the HRA have been
researching various ways that the HRA and the City can remain
as productive in the future as it has in the past. We find
that we still have considerable Tax Increment Bonding Power
left at this time, but we may not have the time left to
continue projects as we have in the past, due to legislative
changes that have occurred and are threatened each session of
the legislature.
We must seek new methods, one,of which would be for the City
to discuss and discover what a "PORT AUTHORITY" is and what
it could do for the City that a—n-H-R-A cannot, or how a Port
Authority could compliment the HRA.
It is not that the HRA has reached the end of its usefulness
but that there may be some better way to attain the goals set
out over these past several years for redevelopment or
economic development here in Rosemount.
I have discovered that one of the most knowledgeable
individuals regarding Port Authority's, is our own HRA
Attorney Roger Knutson. He has agreed to make himself
available to us at our June 7th meeting to present his
insight into what a Port Authority is and present his views
on ways that the City of Rosemount could avail itself of and
benefit from the legislation creating this tool for Local
Government.
I will ask the HRA to consider an earlier start to their
meeting, say 6:30p.m. to allow Roger the time to address the
issue and to allow the Council and the HRA to set together
for this presentation without taking away from their
individual meeting needs.
