RE: Animal Control Service
For the past few years the city has contracted with a company called K-9
Inc. to provide animal control services to Rosemount. This company consisted
of a married couple, Leanne and Mitch Schnieder.
The Schnieders have taken full time employment with two separate cities -
Minnetonka and Bloomington doing animal control work. The cost for the
services provided, lacking in the last year or so, was $6,000 per year
payable in quarterly payments of $1,500 each.
Their services consisted of five hours of patrolling a week and answering
calls at other times if needed. Lately, in the last few months, patrol time
was seeming to become even less than the five hours.
As I had advised you previously, the Schnieders wanted to renegotiate the
contract which expired in January. their proposal, based upon no increase in
service, would cost out at approximately $13,000 per year for the remainder
of 1988 and a minimum guaranteed three year contract at $19,000 per year
following 1988.
This was unacceptable to Red Staats and I and so Red was asked to seek
alternatives. Red discussed working with other cities such as Apple Valley
and Eagan and reviewed other private sector alternatives.
Based upon this research and meeting with possible vendors, we recommend
the following:
Enter into an agreement with a Greg Goldsworthy to provide basic
animal control service. Greg works for lakeside Animaj,Hospital of
Eagan and can provide the hours of service we need. He has a
background in animal control with Minneapolis and has completed a
program in animal husbandry from DCAVTI. This agreement is for
contracted services and not as an employer/employee relationship.
Particulars about the arrangement and other costs involved are
outlined in the attached memo from Red Staats.
With this all in mind we feel this program will five us better service
and at a cost that is substantially less than proposed by the Schneiders. Red
is satisfied that it will give us better control locally.
I therefore recommend you approve the hiring of Greg Goldsworthy and the
program as outlined in Red Staats memo. the increased cost for 1988 and 1989
will be approximately $4000 more than we presently were paying which I must
admit was low.

RE: Animal Control
With our past meetings with Greg Goldsworthy, we have'
come up
with a workable figure for Animal Control. Greg will
have his
own vehicle and provide insurance on said vehicle. As
far as
insurance on Greg to handle animals, I believe that you
should
address that. I would like the City to insure Animal
Control
100% (except Greg's vehicle) due to the problems with
crossing
of Insurance Companies.
BREAKDOWN OF COST:`
A. 6 hours per week patrol or pickup of animal
$18.50 per `hour at 312 hours per year
To be paid monthly

B. Call out would be defined as between
10:00 P.M. and 6:00 A.M. at $25.-- per call out
Approximately 25 call outs per year

C. We have met with ShamrockAnimal Clinic already
and received a key for the kennels there. His
fee will be $5.00 per day at approximately 60
animals per year with a 5 -day hold, which is 300
days at $5.00 per day

D. Placing of animals that are held 5 days and
