Recommendation for Engineering Firm for Storm Water Master Plan
The Utilities Commission, based upon past recommendation, is recommending the
selection of Barr Engineering of Bloomington to perform the Master Storm Sewer
Plan that Council authorized earlier this year. The cost for this Master Plan is
estimated at $15,700.
Barr Engineering is one of five consulting engineering firms the Utility
Commission and Staff reviewed for providing services for the Master Storm Sewer
Plan. Attached is a summary of Staff evaluation of the five engineering firms.
Also enclosed with your packets are proposals from each of the firms, which Staff
and the Utility Commission reviewed.
In short, Barr Engineering specializes in water resources as they relate to storm
water management and flood control. Their background as a firm, their general
expertise of their people and their reasonable price are the basic factors
resulting in their selection by Staff and the Utility Commission.
The Utility Commission has no way to fund the Master Storm Sewer Plan at this
time because the only revenue that we generate is from water and sewer billing.
The newly adopted Storm Sewer Connection Charge is for the development of new
storm sewer ponds and oversizing of storm sewer lines. Therefore the Utility
Commission is requesting the Council designate the necessary funding to proceed
with this much needed plan. One area of available funding is from the surplus
remaining from the tractor -loader -backhoe purchase. There is somewhat in excess
of $15,000 from what we budgeted and the purchase price for the tractor -loader -
backhoe unit.
Recommended action for Council to take would be to accept Barr Engineering
proposal for the preparation of a Master Storm Sewer Plan and to allocate the
necessary funding.
