Approve Change Order No. 3, Shannon Parkway Street Improvements
City Contract 1988-4
This change order is resulting from the developer of the Shannon Park Addition,
Mr. Bill Jacobson, when he requested sanitary sewer be stubbed out into his next
phase of his Shannon Park Townhouse Development, which is immediately south of
his first addition. We had already planned on stubbing one at a manhole located
just north of Shannon Parkway and Dodd Road intersections, however he opted not
to use that. If he would have used that stub for his next project, he would have
had to construct a short lateral sanitary sewer line which would have been
parallel to the existing trunk main within Shannon Parkway. Instead, he
requested that a stub be constructed from a manhole which was about half way
between Dodd Road and 145th Street to provide service to his next phase of his
development. I have a letter from Mr. Jacobson in which he states that he
agrees to pay the cost of the installation of this sanitary sewer stub by having
it assessed to his next project. With this financial commitment, I have no
problem with recommending approval of this change order.
Action for Council to consider would be to approve Change Order No. 3 to City
Contract 1988-4, Shannon Parkway Street Improvements, and authorize the Mayor and
City Clerk to execute the Change Order.

Dear Mr. Hoefte,
As we discussed on the telephone today I talked with Frank Bodin, of SEN
engineers several weeks ago regarding a stub out from the sanitary sewer
manhole which lies approximately 140' south of the south line of Shannon
Park Townhouses. The reason was our plan to construct another group of
townhouses or apartments in that area. That manhole is in an ideal area
to pick up the sanitary sewer from the proposed new project.
I learned today that a stud out was made, instead, from the next manhole
to the south, which is approximately 540' south of Shannon Park. Although
we do plan eventually to develop that area as well, that stub -out would be
of little value to the next project.
The next project we expect to construct this summer, and would consist of
approximately twenty four apartments or townhouses, to be placed at right
angles to Shannon Parkway, with a driveway down the middle running west to
east on the property. Under this driveway would be the sewer and water
mains for the project.
Since the final layer of bituminous has not yet been placed on Shannon
Parkway, I would request and recommend that you install an 8" stub -out
from the manhole before that layer goes in. We would be happy to have
the cost of that stub either assessed to the next project or pay for it
at the time of our getting a building permit for that project. Even in
the worst case, if we didn't build on that site this summer, that stub
would be necessary for any construction in that area.
For your information, we expect to be developing that entire multi -family
area over the next few years, and have discussed this with Dick Carroll,
one of the present owners of the land. Thank you for you consideration.
