Cameo Street Improvement Project Consideration

I have received a complaint from a property owner along the east side of Cameo
Avenue north of 145th Street (the Mardell dentist office building) about the
status of the bituminous curb in place along Cameo Avenue. The property owner
requested to be allowed to place concrete curbing in front of his building. I
believe I have persuaded him in not doing this because of the following two
reasons:
1. The city requires concrete curb and gutter for residential streets; and
by placing curbing or concrete curb and gutter at this time would probably create
problems with existing drainage patterns.
2. If concrete curbing was placed at this time we would undoubtedly have to
remove it and replace it when the entire street is rebuilt with the concrete curb
and gutter in the near future.
It is my understanding the bituminous curbing for Cameo and other areas where
bituminous curbing exists, was constructed only as a temporary measure and that
concrete curb and gutter would soon follow. I believe that the bituminous
curbing has been in place for around 30 years. While this is an excellent life,
you can see that the bituminous curbing is shot. Patching bituminous curbing is
not a realistic approach because you can not form it or work it like concrete.
It takes a special form on an asphalt paving machine to construct a bituminous
curb correctly.
I told Mr. Mardell that I would request Council to authorize a feasibility report
on Cameo Avenue to investigate the cost of installing concrete curb and gutter,
bituminous patching and overlay. However, in discussion with other staff members
the consensus was to send Mr. Mardell a petition form and have him submit it,
even if his name is the only one on it.
Before we do any street construction in Cameo or other areas we need to include
in the feasibility report the conditions of our existing underground utilities.
The Council also has to deal with an appropriate assessment policy for this type
of project. Staff will work with Council to develop such a policy that Council
feels comfortable with.
Staff is not requesting that Council take any action at this time. We only
wanted to provide you with this information so you will be aware of policy needs
and determinations that we must deal with in the near future.
