Church property east to Shannon Parkway. At that presentation discussion centered around an assessment approach, for this project, that would be more directly related to a -unit value of those properties receiving versus some method using strictly a front footage cost and also recognizing what immediate benefit the property owners would be receiving. Based upon that direction given, staff has developed a revised approach to this assessment; and it is as follows: SANITARY SEWER PROJECT #181 Assessment Policv Consideration 1. 85 ft. is present minimum single family lot width in city. Utilize 85' as a unit standard for lot width on this project. 2. This project is estimated to cost $37.00 per linear foot to construct. This would mean a cost of $18.50 per front foot. 3. Using the "standard" lot width to determine assessable cost, each lot of record would create an assessment of 85' x $18.50 = $1572.50. 'a 4. A cost adjustment factor, using engineering construction cost index would be applied to the 1988 unit price of $1572.50. 6. Lots made available in the future by subdivision, hooking up to this line, would be the adjusted unit price in the year hooking up. 7. Estimated price city will pay for sewer easements is as follows: Owner Estimated Easement Proposed Assessment Allen $1620 $1572.50 Anderson 1620 1572.50 Hawkins 2000 3145.00 Strese 3360 3145.00 The easement payment is only an estimate and is based upon what these same property owners have been offered for easements for the Hawkins Pond Project Easements. The final easement payments may be higher or lower depending upon what the courts will decide. The city's offer was based upon our appraisal. This information was presented to property owners in a meeting on Thursday, June 30, 1988 at City Hall which Rich Hefti and I attended. John Hawkins, Mr. and Mrs. Strese and Mrs. Allen were in attendance. I believe the meeting was a good give and take session and though there was not total agreement as to the worthiness of the project or the estimated easement values, I believe there was some satisfaction as to the benefit/cost of the sanitary sewer line being constructed and it was a good opportunity for the property owners to discuss this information in a more casual setting. If this method of assessing for this project is acceptable staff would ask that you give us consensus on this. Also, the next step on this project is to order bids to be received. Since it is part of the overall construction in that area which includes the Hawkins Pond Project we will have this item on the July 19th meeting to receive your approval to receive bids.
