6a. Authorize "No Parking" Along 145th Street East of T.H.#3
This item is in response to Council's concern for traffic safety along 145th
Street east of T.H.#3. The problem is that site distance for vehicles exiting
the driveways, 3 of them in the block, on the south side of 145th Street between
T.H. #3 and Burma, are blocked by people who are using the spaces between the
driveways for parking. The problem is compounded because one of the driveways is
for the senior citizen parking lot. Elderly people, while capable of driving, do
not have the reflexes to react quickly. Therefore it is important to maintain
good site distance for safe access for these people.Also, pickups and small
trucks tend to park in the spaces between the driveways. Because pickups and
small trucks are higher than most cars, they block the site distance much more
than cars.
Chief Staats and I have reviewed this situation and we recommend designating "No
Parking" along the south side of 145th Street from T.H. #3 to 20' east of Senior
Citizen High Rise driveway.
Recommended action for Council is to approve the attached resolution regarding
"No Parking" along the south side of 145th Street from T.H. #3 to 20' east of
Senior Citizen High. Rise driveway and authorize the Public Works Department to
install said signs.

i WHEREAS, the City Council of the City of Rosemount is interested
in the safety of its residents; and
WHEREAS, the continued development in the City of Rosemount has
produced high volumes of vehicular and pedestrian traffic within
the City of Rosemount; and
WHEREAS, vehicle parking along the south side of 145th Street
east of T. H. #3 to 15' east of the east edge of the Senior
Citizen High Rise driveway does create hazardous traffic
conditions for vehicles exiting & entering the parking lots for
the Senior Citizen High Rise and the commerical lots to the west.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City
of Rosemount directs the installation of the appropriate "No
Parking" signs on the south side of 145th Street, east of T.H. #3
to 15' east of the east edge of the Senior Citizen High Rise
driveway.
ADOPTED this 5th day of July, 1988.
