RE: Storm Water Master Plan
Citizen Committee
Attached please find a letter from Steve Klein of Barr
Engineering regarding the formation and utilization of a citizen
committee to review and offer input to the Master Storm Sewer
Study now being conducted.
Rich Hefti and t met with Mr. Klein on 7-8-88 and requested that
he put together the memo to specify how much a citizen committee
would interface with his firm, howmuchtime (meetings) would be
reasonable to interface with the committee, how the information
would be used and the estimated cost, to the city for this
expanded involvement by Barr Engineering.
I believe Mr. Klein's letter covers all the questions we had on
this and explains fairly well the process.
I would suggest that if such committee is formed and directed to
work with Barr Engineering on this study it would be as follows:
1) That the initial phase of the study be completed to
delineate the major drainage areas of the overall study
area.
2) That one or two representatives be chosen from each of
those areas (Hawkins Pond and Wachter Pond would be
those areas) and asked to set on the committee.
3) That Rich Hefti and I set in on the committee and that
I act as moderator for the meetings.
4) That a maximum number of meetings be set to complete
the committees work with Barr so that the overall
Master Storm Sewer Study not be extended too long.
I will be pleased to under take this process at your direction.

A number of area residents have indicated a desire to serve on an
advisory committee to provide input to the Master Drainage Plan. Such a
committee might prove useful in addressing issues at the early stages of
the study which conceivably might not be addressed without such committee
input. A logical time in the study process in which such a committee would
be the most useful would be after the data collection and watershed
delineation has been completed and prior to hydraulic and hydrologic
analysis. Such a committee could review the preliminary watershed
delineation maps, provide input to potential revisions where necessary, and
help raise issues for consideration in the hydraulic and hydrologic study
phase. The work tasks for such a committee might involve the following:
• Attending an informal meeting to obtain copies of preliminary
watershed delineation maps and to be advised how the maps were
prepared. In most cases, watershed delineation would be based on
existing topography, however, in certain cases land use
information may dictate minor revisions to best represent
drainage. The committee would need to know how these maps were
developed before they could review the information. Also at this
meeting, issues of concern to committee members could be
identified and listed for consideration for the next phases of the
plan development process. These issues could change the original
scope of work and the City would obviously need to approve the
changes and respective costs.
• The committee could conduct a field review of the preliminary
watershed delineation maps for further refinement.
• The committee could then attend an additional informal meeting to
discuss any potential changes to the watershed delineation maps
and further discuss any other issues prior to hydrologic and
hydraulic analysis.

I would anticipate that if such a committee is formed, the City would
want you or Stephan Jilk to attend the meetings to monitor them and to
provide guidance.
As I mentioned in our previous meeting, our proposal did not include
involvement in such committee work. I anticipate that each informal
meeting would last approximately two hours. In addition to attending the
meeting, additional work on our part would involve meeting preparation and
travel time. The costs for meeting preparation, travel time and meeting
attendance would probably be on the order of $300 per meeting. If the City
wished to have us conduct or participate in a committee field review
process, I would anticipate the equivalent of one to two additional work
days of time. This field review work would cost approximately $5O0 per
eight hours of work. Therefore, the field review process if Barr were to
participate would cost $500 to $1,000. A total cost would then be in the
order of $1,600 for all the committee work as outlined above.
We would be happy to expand the scope of work for development of the
City's comprehensive drainage plan to include attendance and participation
in committee work. Our main goal is to provide the City with the best plan
possible.
Please let me know how we can further participate to achieve this
goal.
