Armory / Community Facility CommitteerAl HW',FMCM IN 1, POINHt',i, I A f;t t 111.; 1111 TO: Mayor Hoke ITEM 8d Councilmembers: Napper Oxborough Walsh Wippermann FROM: Stephan Jilk, Administrator/Clerk DATE: July 15, 1988 RE: Armory/Community Facility Committee The affect that the construction of planning for the National Guard Armory and the possible joint use facility attached to it will have on this community could be enormous. Reviewing the needs, dreams and reality of funding, constructing and operation of such a facility will be a major undertaking for the community. Involvement by City staff, elected officials, and representatives of various aspects of our community will be essential in this project. To consider such a project without involving a broad representation from the community would be an error on our part. Support will be needed from different sectors of our community to develope and approve any concept involving gymnasium, ice hockey and community room/facility. I would recommend therefore that a "Community Facility Committee" be formed. This committee should be made up of representatives of the city government, School District #196, business community, athletic groups and general citizenry. I would recommend you consider the following makeup: 2 - City Staff 2 - City Council/Mayor 2 - School District (Athletic, Community Ed.) 2 - City Park & Rec 2 - Business Representative 2 - Citizens at large 2 - Athletic Organizations (RAAA, RAHA) I would recommend that the committee pick a chairman, two co- chairmen and a secretary. I recommend that the purpose of the committee is to 1) determine the overall concept of a joint facility, 2) determine what uses to place in the facility and the Armory, 3) determine estimated costs of such facilities, 4) and recommend this to the city council. The type of facility to construct, the uses to be included and the process to follow in completion of the project would be included. 1his process would cover such items as bonding, referendum vote, etc.
