Oxborough Walsh Wippermann FROM: Stephan Jilk, Administrator/Clerk DATE: July 29, 1988 RE: County HRA Presentation The County HRA through it's Executive Director Mark Ulfers and Community Development Specialist Kirk Schnitker meet with city staff and advised us of a proposal to utilize tax increments within the city for additional housing redevelopment. Through the scattered site housing program the county HRA established in 1984 to build and sell homes to qualified buyers, there are now resulting tax increments which are available to other housing projects in the city. The County HRA proposed to staff that use of those funds could allow them to take home sites and other property, now occupied by buildings which are now under utilized or by today s building codes, zoning codes and social standards, may be considered for clearance. The area they proposed to us to consider was that shown in the "Rose Park Addition" between Cameo, Canada, 145th Street and Lower 147th Street. The activities proposed, based upon the increment available, would be to buy property, clear the site and offer sites available to contractors to build single family and/or multi-family units. City staff concurs with that proposal and also requested a further site/project for consideration. That is the Broback Industrial Park site on Diamond Path, south of 145th Street. Staff requested that this area, now almost completely under utilized, could be purchased and a service road put in and then offered for sale to developers to construct multiple housing that meets low and moderate income rent levels. The incentive to the developer would be to have no assessment costs for the improvement (street construction) if the units meet the rent level requirements. Increments derived from the new development would reimburse all cost to the, city and would allow future increments to also be used in other areas of the community for housing rehabilitation and redevelopment. The County HRA would be the authority in these projects and approval from the city council is requested. A resolution to approve this is attached. Dean Johnson and Kirk Schnitker of the County HRA will present further information to you at T'uesday's council meeting. •.. �` CITY OF ROSEMOUNT RESOLUTION 1988 - RESOLUTION APPROVING A MODIFICATION OF THE 1984 HOUSING TAX INCREMENT DISTRICT IN ROSEMOUNT I BY THE DAKOTA COUNTY HOUSING AND I REDEVELOPMENT AUTHORITY WHEREAS, pursuant to Chapter 333 of the Laws of Minnesota, 1971, as amended by Chapter 534 of the Laws of Minnesota, 1972 (the "Enablinf Legislation") The Dakota county Housing and Redevelopment Authority (the 'Authority") is authorized to exercise the powers and duties of a housing apd redevelopment I authority under the provisions of the municipal housing and redevelopment act, including the establishment of a tax increment financing district to provide moneys to finance such programs; and I WHEREAS, a proposal has been made to the Authority that it amend the 1984 f housing tax increment financing district to include such real property as described in Attachment A for the purpose of financing housing development and redevelopment cost related to the amended project area. I NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Rosemount, as follows: 1. The City Council of the City of Rosmeount hereby finds and determines that it is in the public interest and to the benefit of the health, safety, and welfare of the City of Rosemount for the Authority to modify the 1984 tax increment financing district to finance the costs associated with housing development and redevelopment activities related to the real property described in Attachment A. 2. The Authority is hereby authorized to do all things necessary to undertake such modification of such tax increment financing district on or about the property legally described in Attachment A attached hereto.
