Diseased Tree Site FenceDATE: JULY 28, 1988 TO: MAYOR & COUNCILMEMBERS C/O ADMINISTRATOR JILK FROM: CITY ENGINEER HEFTI RE: ITEMS FOR THE AUGUST 2, 1988 COUNCIL MEETING DEPARTMENT HEADS REPORTS/BUSINESS Diseased Tree Site Fence Awhile ago we applied for renewal of the burning permit that M.P.C.A. issued to the City for disposal of diseased trees. M.P.C.A. conducted a site investigation prior to renewing our permit and informed us that we need to be able to control the site to eliminate people dropping garbage, tires, doors, picnic tables, etc. at this site. I have checked into getting permission from the University and also to the cost of constructing such a fence. Mr. Bill Thomas is in charge of the operations at the Research Center and gave us his approval to construct a fence around the tree dump site. However, he did indicate that because the University of Minnesota struggles to get financing from year to year that they would not be able to provide any financing for this project. This is even though they do use this site to dispose of trees. Another funding source that is possible is from the City of Apple Valley. We are working with the City of Apple Valley by allowing them to dispose of disease trees at our site for Apple Valley residents. Apple Valley lost their site because of the new water treatment plant they are building. I have requested $2,000.00 from Apple Valley to put towards purchasing this fence. However, in discussing the situation with Administrator Jilk, we discussed the idea of having Apple Valley either pay us $1,500.00 a year for use of the facility or provide the attendant to monitor this facility. (An attendant at $5.00 an hour working every Saturday, every year would amount to $2,080.00 a year) In any event, in order to provide the service for diseased tree disposal that we have in the past, it is mandatory that we do install this fence. We solicited two quotations, one from Dakota Fence and the other from Century Fence. Century Fence supplied the low quote at $6,625.00 for 1,000 ft. of 8' high chain link fence and a 20' wide gate. They indicated they would be able to begin the installation of the fence within 4-5 days of receiving notice that we accepted their proposal. Recommended action for Council to take would be to approve the funding of $6,625.00 for the installation of a fence around the diseased tree burning site. E
