PUBLIC HEARING- GREIF BROTHER PLANNING COMMISSION APPEAL At their June 21st meeting the Planning Commission denied a building permit request of Greif Bros. Corporation for a 15,000 square foot addition (80' x 180% attached to back wall) to that company's existing building at 2750 145th Street West. The denial of this building permit was based upon the aesthetic appearance of the exterior of the proposed addition; specifically the use of metal siding to cover 100% of the exterior wall surfaces. Greif Bros. Corporation has chosen to appeal this decision of the Planning Commission to the City Council as provided in Zoning Ordinance. Copies of a site plan, building elevations, floor plan, and landscaping plan will be available for Commission review at the meeting In initially reviewing the proposal for the addition on Tune 7th the Planning Commission suggested that the use of materials which are comparable to the existing building (concrete block faced with brick) would be preferable to the proposed 100% metal sided addition. After the proposal being tabled at the June 7th meeting the applicant proposed the use of landscaping to enhance the appearnace of the addition (see landscape plan). The Planning Commission did not find the proposed landscape treatment as providing the addition with an acceptable appearance and proceeded to deny the permit at their June 21st meeting. During this process representatives of Greif Bros. Corporation consistently argued that the Steel framed metal sided construction would provide a more energy efficient structure which would require less maintenance. The applicant has also argued that the appearance of the addition is appropriate for an industrial building and that the addition will not be located in a highly visible area. Throughout the review process Community Development Staff has noted that the potential exists for further industrial park development to occur immeadiately to the south of the proposed addition. In the past Staff has been directed by the Commission to promote the use of masonry or combinations of building materials to avoid all metal structures. It is important to note that there are no building code or zoning ordinance requirements which would preclude the metal -sided exterior of the addition. The basis of the Planning Commission decision is that allowing 100% metal sided construction could set a precedent for building construction elsewhere in the I- Park District which could have a larger impact on the overall appearance of the City and also effect property values and the desire to invest in quality, attractive buildings.
