UXBOW POWER CORPORATION - PRESENTATION
City Staff has met with representatives of Oxbow Corporation 'and the Biosyn
Chemieal Corporation on two oceaisions to discuss a proposal for development of
a Electricity .Generating Power Plant to Me located in the eastern part of
Rosemount on a site abutting Highway 55. The proposed project is being
developed through a joint venture formed by Biosyn Chemical Corporation and
Oxbow Corporation. The project will use a naturat gas fired combustion turbine
to produce electricity for sale to Narthern States Power Company (NSP) and
steam for use in a Carbon Divxide recovery and proeessing plant which will be
constructed adjacent to the electric generation facilities. Approximately ' S0
MegaWatts of electric power wiIl be sold to NSP under a long-term contract.
Approximately 50,000 tons/year of food•grade liquid carbon dioxide will be
prod.uced at the adjacent facility.

The proposers of this eogeneration project have initiated application for State of
Minnesota permit requirements and also have iniated environmental assesmenE °
review. The purpose of this presentation'is familiarize City officials with Biasyn
and Oxbow Corporation and to provide a general explanation of the project. A
short presentation will' be given by Brian Chatlosh, Manager of Planning' and
Development and by Lori Orser, Manager of Land and Environment both of with
the Oxbow Power Corporation. As well as having to meet State and Federal
Regulatory requirements this project if it proceeds will be subjeet to a site plan
review by the Planning Caramission. '
