Minutes of August 30, 1988 Special Meeting I . ,' � ROSEMOUNT CITY 'L�tOCEEDTNC5 ' � �� SPECrAL JOiNT CITY COUNCIL MEETING '� WITH BOARD OF COMMISSIONERS OF DAK�TA COUNTY AUGUST 30, 1988 Pursuant to due call and notice thereof a Special Joint Meeting of the Cit� Council of the City of Rosemount and the I3oard of Commissioners vf Dakota County was held on Tuesday, August 30, 1988 at 4:30 P.M. at the Marriott City Center in Minneapalis, Minnesota. � The meeting was jointly called to order by Mayor Rollan Iioke, for the City of Rosemount and Chairman Steve Loeding for Dakota County. The purpose of the meeting was to discuss the proposed Dakota County Waste to Energy Facility planned for construction in Rosemount. ` - Mayor Rollan Hoke, Councilmembers Napper and Wippermann were present al.ong , with City Administrator Stephan Jilk and Community Development Director Dean Jahnson for the City of Rosemount. County Floard Chairman Steve Loec�ing, County Comrnissi��iers Voss, Sl:reefiaiic'� and Maher were present alQng with County staff inembers L. Wr�y, G. Frickson, J. Backstrom, G. Richardson, J. Connell, �. Anderson and T. Gaodman. Mayor floke gave a presentation outlining the City' s involvement in solid waste issues over �he years, the city' s present concerns regarding the waste to energy project and a concept for host community incentives for locating of such a project in the city. See Clerks' File 1988-25. Commissioner Voss responded that the city has always been cooperative and very objective on the sens3.tiv� issue of solid waste over the years. He acknowledge the time and effort that the City has expended has been terr3.fic and he commended the city council for its eontinuing desire to be as educated on all the issues as is possible. He pledged the County' s support in providing adequate inform�tion to the city and commented that working together was obviously in the interests of the city and the county. Finally, he noted that it was time to "get on the ball" with the discussions and negotiations for local ir►centives. Commissioner Streefland responded that it was a good� opportunity to get together on such an important issue. He expressed sympathy for some of the frustrations that the city may have experienced, but indicated that the county may not always have all of the answers either. Ha felt that the highest level of communication must be maintained between the city and the county. He indicated that the eity' s recommendatians seemed to be ' reasonable and it was time to move forward with these issues and keep the project moving. Commissioner Maher stated that he detected some level o£ dissatisfacti.on by the city on the information and communication on the projeet. He felt it was 3.mportant to review and negotiate the city' s "wish list" of incentiv,es. He also sympathized with the city' s expressed concerns on enVironmental , issues noting that he shared them and was frustrated because a.ssues �nd attitudes seem to change day to day. The following individuals were present at this meeting: ,4+ `; Dakota County Comm�ssioner, Steven G. Loeding; Dakota County � � Commissioner, Russel2 Streefland; Dakota County Cainmissioner, ��� John Vass; Dakota County Commissioner, Danald Maher; Mayor _ ' �_ Rollan Hake; Council member Vernon J. Napper ; Council member Dennis Wippermann; County Attorney James C. Backstrom; County '� Administratar Lyle D. Wray; Deputy County Administrator Brandt Richardson; County Physical Development Director Gary �. Erickson; County Director of Planning and Program Management Jeff Connell; County Public Health Director ponna Anderson; City Administrator Stephan Jilk; Rosemount Community Development ` Director Dean Johnson; Ms. Candace Maher; and Richard Chin. � Ntayor Hoke di.stributed a two page outline of issues he wished to discuss at this meeting and proceeded to read a prepared statement concerning the City of Rosemount's cor�cerns regarding the proposed 'Dako��;`�.Gounty Resource Recovery Facili.ty. Mayor Hoke indicated that three af the five City Council members in Rosemount were newlg e].ected and do not have the history regarding this project that former council members had. He expressed interest in more communication between the County and the City regarding this projeck and request�d that the County and City begin to discuss host community incentives for Rosemount's acceptance of the siting of this facility in thea.r city. Specifics of Mayor Hoke's comments are outlined in the handout which is attached hereto. The members of the County Board indi.cated their willingness to increase communication between the County and City regarding this project and to explore the issues presented regarding host community incentives. The County Board also offered to arrange for presentations to the entire Rosemount City Council and staff regarding the background and details of this project. Such presentations would be made by County staff and consultants. . County Administrator Lyle D. Wray indicated that he believed an initial orientation session and a more detailed work plan concerning ail components of this project should be developed and made available to the City Council and staff. Dean Johnson, Community Development Director for the City of Rosemount, answered ques�ions and explained the City' s thot�ghts behind creation af a port authority.
