With a November i, 19fi8 appiication deadline fr�x 198�) pr�grams, we are
pressed for action at this time. 1'he ap�lication is a description of our
proposed program and a budget, nbvi�usly, since we have not gone c�ut
for bids (nor has or will any other city in the cc�unty prior to the
applieatian deadlinej the applicalion is subject to change. Pm not
eoncerned with the procedure as far as the o�eratian of any pr�gram is
ce�ncerned. In other words, the information in !he apptication wili be
rather general in nature. I simply want y�u tc� underslanci this in
considering action on thc applicatian. I ho�e to have �n RFP cc�mpletcd

Attached are copies of the ].989 Funding Applicat.ion and corresp�nding resolution for
the City's 19$9 recycling program. The application is at best a guesstimate of what
may happen after we create an RFP and receive pro�osats i'�r a rccyeting prc�gram.
At a minimnm we must have a curbside colleetican pre�gram or dr�p c�ft' center(s) f�r
recycling; a "collection mechanism" [or yard waste; ancfi a promotion/educatic�n
mechanism. The City may also estahlish a cc�mmercial/inc�ustrial recycling prc�gram.

A nutshell summary nf the ap�lication ancl si�bsec�uent RFP is as faltc��vs:
1. Curbside collection within the "urban" arca cc�nsisting of weekly collectic�n of
a�proximately 17fl0 single family homes and "dro� off" collection devices at
apartments, serving approxirnately 300 additional residences.
2. Atternate bids f�r the "rural" areas: one bici for thc hc,mes west �f Akran Ave�ue
and one bid for the homes east �[ Akron A��enue. The alternates would reques!

Abatement Program Guidelines, which includes a €unding allocation
and funding applicaEian; and '
WHEREAS, the City of Rosemount desires to establish a landfill
abatement program, whi�h will promote recycling ���ortuniCies in
� the community and encourage land[itl abatement.
INOW THEREFORE BE IT RESOLVED, the Eity Council of the City
! of Rosemount approves the 1989 Landfiit Abatement Funding
j Application, authorizing the necessary signat�res thereon and its
distribution to Dakota Caunty.

The City of Rosemount proposes a residential curbai.de collectian program through ��

The City intends to negotiate a separate program for commercial{industrialj
institutional recycling. It is envisioned that glass will be targetted
at restaurants and taverns; paper at offices and institutions; and gaper
and special wastes at industries.

F. Describe ��ublic education/�romotional activities th�t will k��
undertaken in 1989.
The Gity intends to initiate the program with newspaper articles and
flyers. A description of the program will be included with containers
when distributed. The City"will evaulate the possibility of a random
giveaway to participants, i.e. , $100/month set aside in a random drawing
for a participating household. The City is contemplating quarterly
participation/progress' reports that would be published and/or mailed
to households.
G. Describe your City `s in-house recycling proc�ram (Must be
operational� by December 1 , 1988) .
The City has had separate containers in-place in all municipal buildings
�or the separation and collection of high grade office pager, newspaper
and pop cans since May, 1988. The City also initiated separate containers
in all public parlcs for trash and cans for the 198$ season. Both programs
will be extended into I989.
H. Describe completely any other abatement programs for which you
are requesting funding (eg. operation of compost site, special
waste handling, household hazardous waste' callection) . Include
projected abatement.
No additional funding requests are anticipated, unless proposals solicited
in the bid process suggest a re-evaluation of the City's proposed 1989 ;
abatement program.
