SPECIAL MEETfiNG
_. NOVEMBER 1 , 1988
Pursuant to due call and noCice thereof a special meeting of the City
Council and the Rosemount Housing and Redevelopment AuChority of the
City of Rosemount was duly held on Tuesday, November 1 , 19$8, at
6: 30 p.m. in the Coumcil Chambers of the Citq Hall.
` Mayor Hoke called the meeting to ordear . The following were presentt
Councilm'ember Wa1sh, Councilmember Wippermann, Counca.lmember Oxborough,
Councilmember Napper, HRA Board Member Jensen, HRA Board Member Tuckex�,
and HRA Board Member Willard. Councilmember Walsh and Mayor �ioke also
respectively served in the capacity o€ HRA Board Chairman and HRA Boar�i
Member.
Mayor Hoke led the group in the Pledge of Allegiance.
Administrator Stephan Ji1k presented to Cauncil and the HRA Boatrd the .
pxoposed ehanges for the administration of HRA business for the city .
The primary changes will provide for the foilowing: the executive
director of the HRA will be the city administrator ; the assist�nt
executive director will be the economic development speciali,st; the
city finance director will be responsible for all the financial
functions of the HRA; the cammunity development direetor will be
designated interim HRA executive director and interim HRA ass�.stant
executive director should a vacancy occur fox either positi.on. See
; Clerk' s File 1988-30.
Administrator Ji].k recommended that the HRA Board authorize the funding
for 50Z of the cost of the economic develapment specialist position not
ta exceed $25,000 for i989. HRA Board Member Jensen reeommended that
the HRA Board review the funding for this position on an annual basis.
Administrator Jilk reviewed the revised By-Laws of the Housing and
Redevelopment Authority for the city which outlined the proposed
administrative changes. Ji1k reeommended adoption of the By-Laws by
Council and the HRA Board. See Clerk' s file 1988-30.
MOTION by Hoke to apprave the revised Bp-Laws of the Housing and
Redevelapment Authority for the City of Rosemount. SECOND by
Oxborough. Ayes: Walsh, Wippermann, Hoke, Oxboraugh, Napper. Nays :
0.
MOTION by Walsh to adjourn. SECOND by Wippermann. Ayes: S. Nays :
0.
