Rolin Hoke ��� Mayor 2875 145th St. Rosemount, MN 55068 Dear Mr. Hoke: I� The Environmental Quality Board has receiued an application from ; Oxbow Power Corporation and Biosyn Chemical Corporation to site a I, 50-60 megawatt natural gas fueled electric generating� plant under the provisions af the Minnesota Power Plant Siting Act. Associated with the facility is a 120 ton per day liquid carbon dioxide production plant. (A copy is enclosed. ) The cogeneration project is proposed to be located within Dakota County in the City of Rosemount. The applicants' preferred and alternative sites are east and south of the junction of Highways 55 and 52 . The Board is seeking nominatio�s for a Citizens Site Eval�ation Cammittee to study tti�, ��ajec�' �nd to report to the Board the Committ�e's''�t�nelu�ii�ti��"`��►rid r+�commendation�i'' r�garc�ing the sites. The Power Plant 5iting Act provides that the Certificate of Site Compatibility issued by the Board supersedes and preempts all zoning, building or land use rules, regulations or ordinances promulgated by regional, County, local, and special purpose government, (Minn. . Stat. 116C. 61 5ubd. 1. ) To insure that your concerns are considered the Act also provides that you be represented on the Site Evaluation Committee. The Committee will meet as often as it needs to complete its charge, however, I would estimate that it will take faur to seuen mee�ings star�ing in December and finishing in February. The meetings are generally held in the evenings and reimbursement for expenses incurred are made pursuant to the rules governing state employees. The first meeting is tentativeiy set for Thursday, December 8, 1988, at 7:04 pm, in Conference Room 301 of the Centennial Office Building, 658 Cedar St. , 5t. Paul. . Please submit your nomination with a short paragraph clescribing the person's baekqrou�nd and �nterest in this matter by November 28 to the Board's project manager, John P. When the application is aecepted, the siting process is started, The proeess inciudes the Site Evaluation Committee, informational meetings and hearings in the area that sites are being considered, review and reeommendations by state aqencies, and an environmental impact statement. The minimum time necessary to proeess an applicatian for a pZant of this size is five or six months.
