Richard Dreher & Associates have submitted a Preliminary P1aE/Cnncept Pianned Unil pevelopment P1an for Rosemount Center. included with this review are copies oE the Preiiminary P}at, Grading and utility cc�ncc�ts, landscaping pl�in, site plan, bailding elevation and building perspective sketch. Thc Planning Commission has recommended approvat of this proposal and City Council although not having formally reviewed the proposal has been presented with the design in conjuction with Council action to extend bonds associaced with financing of the project. In general, t am quile sati5fied with the desi�en of [he center inc�uding site design and building aestheties. This revie��- wi}1 cancentrate on a discussion oC the following three issues: 1. An explanation ol' which zoning & suhc�ivisic�n orcjinance rcquirements must be varied under the Planned Unit Developrnent prc�cedures to altow this praposat to be approved. 2. Site plan modifications which should �e required of th� Uevela}�er and site �lan modifications whict� should be considered by the Developer. 3. An evaluation ancl comment regarding building aesthetics. ZONIN(: & SUBDIVISION ORDINANCE REQUIREMENTS The Rosemount Center Proposal as submitted �nects all ranin�e and suhdi�•isic�n requirements except for the following: l. Qutlot 1 does not have the 150' of frontage on a public street required by ordi»ance. 2. 3�0 parking spaces Mave been provided for the de�•clopment ��crsas 328 s�aces rcquired by ordinance. In respect to the frontage issue wiCh Outlot 1, since no direet access to the lol wili be allowed from C.H. 42 and because the lot does exceed the m�nimum lot sir_e requirements for the C-3 District; I would recommend that variance c�f ihe fronta�e rec�uirement by PUD would be appropriate in this situation. The z�ning ordinance require a ratio o[ S parking space per 100Q square feet of Gross Fioor Area of Building Space. Therefore, by strict ordinance requirements the 41,00� sq. ft. of retail space heing �ro�osed would require 323 parking spaces. 30(� spaces have been provided at a ratio of '7.3 spaces per ].Q00 square feet o[ Gr�ss Floor Area. I would suggest that the ordinance requirement is somewhat excessive and wou}d remind the Commission that the earlier Roschaven rr�nos�� �vas approved with a ratib of 5..5 parking spaces per 100Q sc�uarc fcct c�� (►rc�ss Flbcir Arca. SITE; PLAN ISSUES Staff review has identified three significant site plan issues which should l�e adJrc�;sscd l�y thc City Cnuncil. Thcsc issucs inclucic tMc following: 1. Does the Grading and U[ility adequately address Storm Water drainage eoncerns. 2. Does the site plan provide adequate parking a.nd pick-up/drop-of f area for the proposed day care center {�Space A). 3. Should the Devetoper be required to construct pedestrian trails along 151st Street and County Highway 42 to provide better pedestrian access to the site. Review of the Grading and Utility plan by the City Engineer has indicated that there is a concern regarding ihe design of the storm sewer conneetion from Chippendale Ave to the developement. The City Engineer has suggesfed that a downsizing of pipe size may be required to avvid the potential for storm water back up during peak flaws elsewhere in the system. Another recommendation by the City Engineer was that the creation of a small drainage swale wilhin in the green space along 151sf may be desirable to accommodate a storm water backup in the case of a severe storm. These concerns are not signficant issues to' warrant delay of action on the project. As was recommended by the Planning Commission, I would recommend that Council action be subjec[ to detailed engineering reeommendations. The next issue 2o discuss is whether the site plan provides adequate parking ancl pick-upldre��-off area for the proposed day care center (Space A). Atthongh there is plenty of available parking for the day care, there are only six parking spaces directly adjaeent which would not require crossing the main drive in front of the retail center. Also there is nat a great deal of stacking space provide for vehicles making qnick pick-ups or drop-offs of children. There are two possible solutions to improve the amount of patking availabfie for piek-upldrop- off o[ children: l. the alignment of the main drive could be altered to provide more parking immeadiately in front o[ the Day Care, or 2. the Day Care could be relocated to the east end of the retail center with the service drive utilized f�r drop-off/pick-up. The Developer has expressed a preference to keep the Day Care at the west end of the retail center. I waald recommend that the Council condition action on the Preliminary PiaUConcept PUD tc� include a requirement that this matter be solved to the satisfaction of City Staff prior to action on the Finat Plat/PUD. s • A final issve to discuss regarding the site plan is the need for �edestrian trails � to be e�nstructed along i5tst and C.H. 42 to provide better pedestrian aceess to the deveto�ment. Currently there are no pedestrian trails within the South Rose Park Cammercial Deveiopment. I betieve that not requiring the eonstruction of trails alang 151st and C.H. 42 upon initial construction of the subdivsion was an oversight and the City should require the Developer to construct trails along its frontage on those streets. This will allow the City in time to connect these segrnents of trail t� its r�verall pedestrain trail netw�rk. II' it sh�uld he detcrmined �rior to c�nstruction of the Rosemount Center that Dakoia C�unty will canstruct its Bike/Pedestrian trail on the south side of C.H. 42 then there will be not need for the Developer to construct a segment of trail along Highway 42. BUILniNG AESTHETICS As with all projects a key concern �t the City Couneil shouid be Building Aesthetics. Based upon the information that has been provided, I would svggest that the Developer has designed a retail center which is of an appropriate seale fox the site an is in charaeter with surrounding structures in terms of its bulk and mass. Because the retail center has considerably more glass area incorporated into its design Chan the prior Rosehaven proposal it is focused outward rather than inward and may work more successfulty in drawing �assing motorists. The building materials utilized are in general a combinakion of styles of decorative concrete block combined with considerable storefront glass and accented by a colored metal sign band. An interesting roof line has been achieved with the use of a hip roof far the day care centcr with a shed roof design atong the remainder of the frc�nt facade o[ the building which has a [lat roof. The exposed roof area in the design utilizes a standing seam metal ro4f comparable to City Hall or South Robert Square. Staff will have rendered drawing indicating the colc�r scheme ot ihe project on display at the meeting. The building design has been eomplemented by an excellent landscaping plan which provides an extensive plantings of deciduous shade trees, evergreen trees and ornarnental landscape plantings around the perimeter of the building to screen views of the strueture and to provide visual accents from any vantage ��int. It is my opionic�n that the pr�posed design wil) provide Rosemount with an attraetive retail eenter which is very much appropriate for the type af tenants the Developer is attempting to accommodate. My conclusion in review of the Rosemount Center Preliminary Plat/Concept PUD is that that the City Council should approve the praposal subject to: cletailed engineering recommendations, the additian of pedestrian trails along 1Slst Street and C.H. 42, an executed Subdivision Development Contract, and, subject to: resolving Siaff concerns regarding the design of the parking and drop-offJpiek- up area for the proposed Day Care Center. � �R. � � . . . � . . . . . . , . 4 ;... �� . . � . . . � . . . . . � . .
