MINNESOTA 55068 os mount 612-423-4411 In 1985 the city issued 38 single family dwelling permits and 41 permits for mobile homes. In 1986 the city issued permits for 108 single family homes and 13 mobile homes. In 1986 the city also issued 8 permits for new construction in commercial, industrial and public projects. Other permits issued in 1986 for garages, signs, remodeling, etc. totalled 109. Total permits valuation for 1986 was $9,273,020. In April of 1986 we had issued threesinglefamily home permits. Thus far in 1987 we have issued 10 single family home permits. On a single family home to take the inspection/review process from start to finish, we can expect a-buildinginspector to spend approximately 8 hours. This includes plan review and inspection. On a home with private septic service and well, we can allocate twice that amount of time. Commercial and industrial projects can easily consume '16 hours or more each. This 8 hour time consumption does not include the time spent by the building official meeting with developers, contractors, attending meetings, workshops and meeting with staff. In 1987, considering the residential developments that already are open and experiencing building, we expect to see 200 plus single family home permits issued, as many as 50 multiple dwelling permits issued and possibly several commercial projects. In order to maintain the integrity of the building inspection program we have, we must add a second building inspector to our staff. This ,position was budgeted for in 1987. We recommend hiring a building inspector at a salary range of $22,000--$24,000 and list as a desirable background to include Class I certification and plumbers license, with Class I certification being minimum. Please see suggested advertisement attached. The suggested starting date for this position would be May 1. In 1985 the Hoisington report on community needs pointed out the "lack of code enforcement" as a major. concern in the community. The report stated further that "code enforcement is a service rendered only upon complaint." The report stated that this situation existed because "of a lack of personnel." It was suggested that a "code enforcement officer" be hired. 04 Mayor and Councilmembers February 12, 1987 Page 2 With the building program we have experienced in 1986, we can understand, even with the capable hands of Ron Wasmund on staff, why we are unable to provide anything but reactionary code enforcement. Adding to this lack of enforcement "time" we have yet been unable to free up staff to complete the zoning ordinance update which can be crucial to enforcement, planning and a sound development program. This city council and planning commission have made a commitment to economic development and redevelopment. Part of that commitment must be to provide staff to "make things happen" in those areas. The integrity, ability and capability of Dean Johnson have taken the city a long ways in the last several years in carrying out some of the decisions of the city council and HRA. To set a direction that the city may follow in its future of development and to get "our share" in commercial/industrial developments, we must commit expertise and time. I believe Dean can offer both if we get staff to support the planning needs which will continue and expand because of the residential developments opening up in the city. Therefore, we recommend that we advertise for the filling of a position which we will call "Assistant Planner" at a salary range of $22,000--$24,000. The responsibilities of this person would include, but not be limited to: (1) Meeting with residents and developers to discuss zoning issues; (2) Prepare staff reports on zoning and development issues; (3) Zoning enforcement; (4) Zoning ordinance development; and (5) Attend planning commission and council meeting. Please see attached proposed advertisement for this position. This position was also budgeted for 1987. It is proposed that this position be filled by May 1 also. By filling this last position we should also take another step to committing to the community development concept. I recommend that we change the title of the position held by Dean Johnson to that of "Director of Community Development." This willmakea "statement" as to the commitment we are making to that purpose and will more realistically reflect the true responsibilities we hope to be carried out there. The change in title will not affect anything else as to Dean's role in the HRA or other areas he becomes involved with but will accentuate the overall planning -building development goal of that department. F 1987 04 Mayor and Councilmembers February 12, 1987 Page 3 The recommendation then is three fold: (1) Hire a building inspector at $22,000--$24,000, starting date of May 1, 1987; (2) Hire an assistant planner at $22,000--$24,000, starting date of May 1, 1987; and (3) Approve the proposed administrative structure/title change to a "community development" department.
