Dean Johnson and Ron Wasmund have put these together. I have reviewed them and find them complete and have given my approval to them. I ask that you review these job descriptions as part of your decision in hiring for the above referenced positions. Also attached is Dean Johnson's memorandum regarding the filling of the two positions. I have reviewed with Dean his recommendations, and I also was able to sit in on interviews for the planning position. I wish to concur with Dean's recommendations and ask your approval to proceed with the hirings. In the short time since you authorized us to proceed on this matter, we've seen such increase in building permit activity that we realize our action on that position is necessary and immediate. The planning position also is being filled none to early as developers are swamping Dean with work on review of plats and other planning activity. Again, I concur with Dean and Ron's recommendations and ask your approval smj Attachments • CLBWS CITY OF ROSEMOUNT FILE MEMORANDUM TO: Stephan Jilk, Administrator/Clerk FROM: Dean Johnson, Director of Community Development DATE: April 11, 1987 RE: Hiring Recommendations We received around 60 applications for the assistant planner positions and 30 applications for the building inspector position. We received an excellent response to our advertisement, particularly on the planning position. Ron Wasmund and I interviewed six candidates for the inspector position. To our delight, we are able to recommend awarding the position to a person with a master plumber license and Minnesota building inspector certificate. Jack Herrley, now a resident of Rochester, formerly had been an inspector for North Mankato for five years. Jack's wife was accepted into an education program at the Mayo Clinic, which led to their relocation. Jack has been doing plumbing work in the Rochester area for the past several months. He has 10 year's plumbing experience in addition to the inspection experience. Jack is immediately available, and we have an immediate need for his assistance. I respectfully request, provided you have no objections, that Jack begin work on Wednesday,April 22. 1 realize this sounds like we have already got him "in the garage;" however, I can't foresee any reason why the City Council would not accept our recommendation. Jack has been informed that his hiring is subject to approval on Tuesday. I also interviewed six candidates for the assistant planner position. I not only had some difficulty in narrowing the field down for the interviews, I had considerable deliberation on making a final selection. The planning candidates had excellent backgrounds in education and experience. My final choice is a person from Rocky Hill, Connecticut. Mike Wozniak, one of the candidates that you also interviewed, has a two year master's degree in planning and three year's relevant experience. I was most impressed with Mike's self-confidence. He also appeared to have good communication skills and the samples of his writings appeared equally good. Mike became interested in this position because his wife was recently accepted into a graduate program at the University of Minnesota. If he accepts the offer and the Council approves his hiring, I believe he could be available to start May 18. I can wait. If, for any reason, he doesn't accept the position, I have three other candidates that I would offer the position to without hesitation. Attached are two job descriptions for the new positions. The salary ranges are those approved by the Council when we advertised the positions. I made no deals on salary in offering the two jobs to the candidates; however, we did discuss the possibility of shortening the step process in both instances. I make no specific recommendation, but do request that you and the Council agree to consider a step change each six months, rather than annually, for both Hiring Recommendations S WRK'S April 17, 1987 FILE '� if / O Pa9e 2 positions. This would require semi-annual performance evaluations and obviously warrant the increases. I do feel strongly that we should be prepared, upfront, to keep these individuals in our employ, if they turn out to be as successful as we think. Both come well over -qualified for the positions. I will be available for answering any questions of the Council or defending these recommendations at the April 21 Regular Council Meeting. smj Attachments OITY OF ROSEMOUNT C"W's 1987 JOB DESCRIPTION JOB TITLE: Assistant Planner DEPARTMENT: Community Development PAY RANGE: $22,000 $249000 Job Summary: This is a highly responsible position within the Community Development Department. The Assistant Planner must be capable of independent work with minimal supervision. Duties include the preparation of detailed staff reports, oral presentations, preparation of plan elements and coordination of the City's planning programs. Performs other duties as assigned. Job Duties: The Assistant Planner: 1) Meets with citizens, boards and commissions, developers and staff for matters related to planning and development. 2) Prepares detailed staff reports for the Planning Commission and City Council on most development proposals. 3) Coordinates Planning Commission agendas, meeting material packets and packet distribution. 4) Undertakes planning studies and other projects at the direction of the Director of Community Development. S) Coordinates zoning and subdivision ordinance enforcement. b) Coordinates updating of land use plans and regulations. 7) Maintains records and information and suggests improvements in the department. 8) Provides information and assistance to residents and developers on all planning matters. 9) Attends all Planning Commission Meetings and attends other meetings as required. 10) Performs other tasks and duties assigned by the Director of Community Development." The Building Inspector must be capable of independent work with minimal supervision. General responsibilities include the range of plumbing, HVAC and structural inspections in residential, commercial, industrial and institutional construction. Job Duties: The Building Inspector: 1) Performs all inspections assigned by the Building Official. 2) Prepares permits, forms and all other paperwork required in the Community Development Department. 3) Performs plan reviews required for issuance of permits. 4) Prepares written summaries of inspections and other duties as directed by the Building Official 5) Assists in the enforcement of Zoning and Subdivision Ordinances. 6) Coordinates and verifies plan reviews and inspection procedures with other staff; such as the city planner and fire marshal. Relationships and Contacts: The Building Inspector: 1) Is under the direct supervision of the Building Official. 2) Must be capable of effectively communicating with other departments, citizens, boards and commissions, developers and contractors.
