5e. Contract 1987.-2, Shannon Park Townhomes Utility Improvements-Contract
Award
On April 2, 1987 Staff opened bids for the utility improvements within the
Shannon Townhomes Addition for Contract 1987-2, City Project #174. The low
bidder was Gartzke Construction at $32,902.50. Staff recommended continuing
consideration of contract award from the last meeting until the April 21 meeting
because the developer was not able to come to terms with his financial people.
The developer will not be able to complete the closing on the property and
required letter of credit by April 21st meeting, but the developer assured me his
mortgage company guaranteed him closing by May 1st`'at the latest.
Therefore, because our bid is good for forty-five days (May 18, 1987), Staff'
recommends that Council award City Contract 1987-2,, City Project 4174-Shannon
Townhomes Utility Improvements'-to, subject to receipt of letter of credit, the
lowest responsible bidder, Gartzke Construction in the amount of $32,,902.50 and
authorize the Mayor and City Clerk to execute all related documents.,
PUBLIC HEARINGS
6a. West Ridge 2nd Addition Street and Utility Improvement, City Project
#167
Acting on a petitionthe developer submitted on February 17, 1987, the Council
authorized the preparation of a feasibility report for this project. On March
17, 1987 the Council accepted the feasibility report and ordered the Public
Hearing for the West Ridge 2nd Addition Street and Utility Improvements Project.
Public Hearing dated for April 21, 1987 at 8:00 p.m.
Enclosed with your packet is a copy of the feasibility report prepared by our
Consulting Engineers which find the project to be feasible at an estimated cost
of $400,000.00.
Staff proposes to spread the project cost equally over the 54 lots within the
West Ridge 2nd Addition. This would amount to a pending assessment of $7,407.41
per lot. Staff will determine the final assessment using the actual bid prices
and actual quantitities. Should Council approve this project, the action Council
needs to take for authorizing the preparation of plans and specifications for
this project is listed under NEW BUSINESS as Item 8a.
DODD ROAD PARTIAL STREET VACATION
Staff received a request from the property owners of the condominiums south of

Dodd Road and west of Delft Avenue to vacate a portion of the right-of-way for
Dodd Road west of Delft. Staff has published the legal notice in the official
paper and also sent notices to affected utilities that may be located within the
old Dodd Road right-o€-way.
The request is to vacate the southerly most 10' the Dodd Road right-of-way west
of Delft.' The Owners request was caused because they are attempting to record a
condominium plat over that property: and the Title Company found out the building
encroaches on the right-of-way about 3 feet. The reason for this 3' encroachment
is because the developer met a 30' setback line for his building that the City
determined should be measured from the centerline of the nonexistent portion of
Dodd Boulevard. The half right-of-way for Dodd Boulevard is 331, hence the 3'
overlap.
Staff recommends that Council approve the vacation of the southerly 10'-of Dodd
Boulevard provided that no utilities exist within that area:

8a. 'Authorize Preparation of Plans and Specs/West Ridge 2nd Addition
Streets and Utility Improvements, City Contract 1987-4
This item is dependent upon Councils action on the Public Hearing for the
Improvement Project for the West Ridge 2nd Addition. Should Council approve of
the Street and Utility Improvement Project, then it would be appropriate to
authorize the preparation of plans and specifications for City Contract 1987-4,
City Project 167.
I will be in attendance at the April 21, 1987 meeting to conduct the West Ridge
2nd Addition Public Hearing and the Dodd Boulevard Street Vacation Public Hearing
and answer any questions regarding any of the Public Works related items.

The City Council of the City of Rosemount will hold a Public
Hearing on Tuesday, April 21, 1987, in the Council Phambers
of the City Hall, 2875 145th Street West, beginning at 8:00
p.m. and continuing until the following item has been heard:
The purpose of this hearing is to consider and receive
comments on the following improvement West Ridge 2nd
Addition Utilities & Streets, Project 167:
Sanitary Sewer $80,000; Watermain - $80,000
Drainage - $65,000; and Streets - $175,000.
The total estimated cost of said,improvement is
$400,000.
The amount to be assessed is estimated to not exceed
$400,000.
The area proposed to be assessed for the foregoing
improvements would generally be all that area generally
described as the southwest quarter (SW1/4) of Section
31, Township 115, Range 19, except the West Ridge lst
Addition.
Such person as desires to be heard with reference to the
proposed improvement will be heard at this meeting. Written
