May 12, 1987 Pursuant to your discussion with Ray Knutson of May 7, 1987, we have put together Koch Refining Company's accomplishments in the area of ambient air quality over the last 8 years. Specifically: 1. Koch has installed and has operated a system of 5 ambient monitoring locations for S02 at an installed cost of over $250,000 and with an annual operating cost of $50,000 per year; 2. Koch has installed and operates numerous SO2 and H2S continuous emission monitors (CEM's) on individual sources in the refinery, which in addition to providing more accurate information for emission compliance will assist in more refined modeling data. 3. Koch has conducted several modeling efforts to determine the impact on ambient air quality standards. Each time the results were reviewed with the MPCA, a more sophisticated analysis was requested. The cost of computer time and manpower has been substantial. 4. Koch has continually made emission reductions. Daily maximums of 100 tons per day of sulfur dioxide in 1979 have been reduced to 32,5 tons per day. 5. Similarly, Koch has reduced its average emissions of sulfur dioxide from 76 tons/day in 1973 to 20 tons/day in 1985. 6. Following completion of the 1979 State Implementation Program, both Koch and the MPCA MONITOR observed the fact that ambient air quality improved from non -attainment of national ambient air quality standards in 1979 to monitored attainment of those standards in 1983. Following 4 quarters of monitored attainment, Koch submitted a request for redesignation in February of 1984. The request was made in accordance with the Clean Air Act provisions, as soon as monitored attainment was documented. 8. There have been to date a total of 17 quarters of monitored attainment with national ambient air quality standards. Since the adoption of Minnesota Pollution Control Rules regulating the emissions from refineries, we have never had a violation of individual source emission standards. To achieve ambient air standards, we have, in fact, had to reduce individual source emissions far below the generally accepted state and federal standards. We have not been able to reach agreement with the Minnesota Pollution Control Agency (MPCA),on the protocol for COMPUTER MODELING which attempts to predict the effect that the individual emissions sources have on the ambient air around the refinery. We are having continuing dialogue with the MPCA and endeavor to resolve this complex issue to our mutual satisfaction. In other areas of environmental concern, we are proceeding with modifications and additions to our Wastewater Treating Plant this summer and have undertaken engineering studies to determine our needs at the future refinery capacity. our efforts in solid and hazardous waste management are continuing as scheduled and we have just completed a $400,000 investigation of refinery groundwater conditions in accordance with the Superfund regulation.
