PUBLIC NOTICE
TO WHOM IT MAY CONCERN:
The City Council of the City of Rosemount will hold a Public
Hearing on Tuesday, August 11, 1987 in the Council Chambers of
the City Hall, 2875 145th Street West, beginning at 8:00 p.m.
and continuing until the following item has been heard:
The purpose of this hearing is to consider and receive
comments on the following improvement Hawkins Pond
Drainage Improvements, Project 176:
The total estimated cost of said improvement is
$230,000.
The amount to be assessed is estimated to not exceed
$230,000.
The area proposed to be assessed for the foregoing
improvements would be as follows:
NW 1/4, except for Country Hills & Country Hills
2nd Addition; and
W 1/2 of NE 1/4 j W 1/2 of SE 1/4) and SW 1/4,
all in Section 30, Twn.115, Range 19, Dakota County,
Minnesota.
Such person as desires to he heard with rererence to the
proposed improvement will be heard at this meeting. Written
or oral opinions will be considered.

I am 'a United States Citizen and the duly qualified Clerk of the
City of Rosemount, Minnesota.
On 'July 28, 1987, acting on behalf of the said City, I posted at
the City Hall, 2875 145th Street West, and deposited in the
United States Post Office of Rosemount, Minnesota, copies of the
attached notice of public hearings regarding Hawkins Pond
Drainage Improvements, Project 176, enclosed in sealed envelopes,
with postage thereon fully prepaid, addressed to the persons
listed on the attached listings at the addresses listed with
their names.
There is delivery service by United States Mail between the place
of mailing and the places so addressed.

Attached hereto is the report on drainage improvements for
portions of sections 19 & 30. This report has been prepared as a
supplement to the Feasibility Report for Highpoint First Addition
Utilities and Shannon Parkway Grading & Utilities as presented on
May 19, 1981. The report discusses problems and proposed improve-
ments within the study area which will be impacted by Highpoint
Addition and subsequent development.

AUTHORIZATION
At the Rosemount City Council meeting of June 16, 1981, the
Council authorized the preparation of a drainage study for
portions of Sections 19 & 30 which may be impacted by the
development of Highpointe First Addition and the construction of
Shannon Parkway.
SCOPE
This report is written as a supplement to the Feasibility Report
for Highpointe First Addition Utilities and Shannon Parkway'
Grading and Utilities, dated May 19, 1981. The purpose is to
study, make recommendations and provide cost estimates for the
construction of drainage facilities within the study area as well
as to assist in the comprehensive drainage and land development
planning for this area.
DATA AVAILABLE
Information and materials used in the preparation of this report
include:
1. Feasibility Report for Highpointe First Addition
Utilities and Shannon Parkway Grading and Utilities (May
19, 1981).
2. Topographic maps of Section 30.
3. Preliminary utility plans for Highpointe First Addition.
4. Preliminary grading and utility plans for Shannon
Parkway.

DESIGN CONSIDERATIONS
The 206 acre study area consists of two separate drainage
districts as shown on Drawing No. 3. District A contains 34 acres
and District B contains 172 acres. Each district has been divided
into subdistricts based on an existing, proposed, and fixture land
use. The runoff volume generated and, thus the ponding volume
required for each subdistrict, is directly dependent on the type
of land use.
Also shown on the drawing is District C, which is comprised of 43
acres of partially developed property. This area is currently
served by a small ponding area adjacent to County Road 33S. If,
in the future, this ponding area is abandoned and filled to
accommodate development, the runoff generated and ponding volume
requirements from District C would then have to be included with
those of District B.
For the purpose of this report a 100 year frequency, 24 hour
duration design storm has been used to determine the runoff
volumes. This is consistent with the past design practices within
the city.
On the following page Table A shows the runoff generated from each
of the subdistricts from the design storm for existing proposed
and future conditions. Existing conditions are defined as those
which exist today. Proposed conditions are those which will exist
after the complete development of the Highpoint Addition and
future conditions are those which will ultimately exist after the

PROPOSED IMPROVEMENTS
The drainage facilities proposed as a part of this improvement are
shown on Drawing No. 3. These facilities consist of the creation
of a storm water retention pond in each drainage district along
with minor ditching and/or storm sewer construction.
Pond A is located in a low area which is partially in an outlot
within Highpointe Addition and partially on undeveloped private
property. It should be noted that the northern portion of Pond A
will be filled at the time of the construction of Conemara Trail.
This will, reduce the available ponding volume as indicated in
Drawing No. 1. The stage/storage relationship for Pond A is as
follows:

Even with the reduction in pond size the storage available at
elevation 956 (10.2 acre feet) is greater than the total required
storage for the future development conditions (8.5 acre feet).
Pond A is essentially usable in its current condition and will
require no grading. A drainage swale is proposed to be
constructed from the pond to the west to transport runoff from the
Shannon Parkway storm sewer system.

Pond B is located in an existing low area between Highpoint First
Addition and 145th Street and lies west of the proposed Shannon
Parkway. An existing small pond surrounded by trees is located
within the proposed Pond B.
Drawing No. 2 indicates the proposed grading and contour revisions
for this area. As shown, the existing pond is to be left in tact
with the grading to be accomplished generally above the existing
924 contour. In this manner, the existing pond will remain as a
permanent retention area (wet) and the additional ponding area
(elevation 922 to 928) would remain dry except for during, and
temporarily after a storm event. The stage/storage relationship
for Pond B is as follows:

As shown, the pond volume at elevation 928 (32.9) is adequate for
the proposed development stage only (31.8). As the currently
undeveloped area (Subdistrict B-2) develops, and if the existing
pond in District C is abandoned, Ponding area B will have to be
deepened throughout to provide the additional required ponding.
Storm sewer construction is proposed as shown to the east from the
pond to transport runoff from the Shannon Parkway storm sewer
system across private property. Because this area is undeveloped

low ground, consideration should be given to the construction of a
drainage swale in place of the storm sewer. By doing this, a cost
saving of $75,000 can be realized.
If the existing pond in District C is abandoned, storm sewer will
have to be constructed to transport runoff from the existing pond
to the proposed Pond B. Detailed discussion of this storm sewer
is, at present, beyond the scope of this report.
The drainage swales, which are proposed herein, will generally
have a depth of 3 to 4 feet with a flat bottom approximately '5 to
10 feet wide. The side slopes will be relatively flat for easy
maintenance. These swales will normally remain dry except during
and temporarily after storm events.
All areas disturbed in the construction of the ponding areas and
swales are proposed to be seeded back to prevent erosion once they
become operational.
EASEMENTS
The ponding areas, storm sewer, and drainage swales proposed
herein will serve all properties within their respective drainage
districts and should be considered as City drainage facilities.
It is therefore recommended that the city secure easements from
the property owners, for the construction, operation, and
maintenance of these facilities. In the case of the ponding
areas, the easements should extend to the maximum ponding stage,
plus an additional 50+ feet around the perimeter as shown in the
drawings to serve as a buffer. In the case of the storm sewer and
drainage swales, a 30 foot wide drainage easement should be
obtained concurrent with the alignment of the facility.
CONSTRUCTION TIMING
The facilities proposed herein should be operational at the time
of completion of the Highpointe First Addition and Shannon Parkway
storm sewer construction. To be fully operational, the ground
cover on the disturbed areas should be well established and not
subject to erosion. It is anticipated at this time that the
Highpointe First Addition and Shannon Parkway utilities will be
constructed during the 1982 construction season. Therefore, it is
recommended that these improvements be constructed under separate
contract in the spring of 1982 so as to assure the establishment
of adequate ground cover on these facilities prior to the
completion of the storm sewer construction.
COST ESTIMATES
Detailed estimated costs of the improvements proposed herein can
be found in the appendix of this report. These estimates have
been based on projected unit prices for the 1982 construction
season and include a 10 percent allowance for contingencies and
other indeterminate costs plus an additional allowance for
engineering, administration, and other overhead costs. It should
be noted that these estimates do not include the cost of easements
or the rights of operation of these facilities. These costs, once
determined, should be included as a part of the total project

cost. The total estimated cost of the proposed construction is

CONCLUSIONS & RECOMMENDATIONS
- As a result of the investigation and study associated with this
report, it is concluded thats
1. The construction of the proposed drainage facilities
described herein is feasible.
2. The ponding areas and drainage swales proposed herein
should be considered as city drainage facilities.
3. The facilities proposed herein should be operational at
the time of completion of' the Highpointe First Addition
And Shannon Parkway storm sewer construction.
4. The total estimated cost of the proposed improvements is
$181,300.
5. A cost savings of $75,000 can be realized by constructing
a drainage swale instead of storm sewer from Shannon
Parkway to Pond B.
In considering the foregoing, it is recommended that:
1. This report be reviewed by technical, legal, and
financial personnel and advisors for the City of
Rosemount as well. as property owners within the study
Y area.
2. The city secure easements for the construction,
operation, and maintenance of the proposed facilities.
y 3. These improvements be constructed in the Spring of 1982.
4. Consideration be given to the construction of a drainage
swale instead of storm sewer from Shannon Parkway to Pond
B.
5. All improvements be constructed in general compliance
with the provisions of this report.
