6. Carrollton 2nd Addition Concept PUD/Preliminary Plat
Enclosed are copies of a 128 -lot development, located in Section 30
between Dodd Boulevard and CSAH 42, known as Carrollton 2nd
Addition. The 45 -acre site is laid out as a standard single family
development.
The site has no amenities and will be geared primarily to a first time
buyer market. Lot widths vary from a minimum of 75 feet to 85 feet
and wider corner lots. As part of the concession for narrower lot
widths, all side yard setbacks will be ten feet, 30 feet on all corner
lots. The developers intend to invite several builders to acquire lots.
The project is proposed to be constructed privately and in one phase.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of
Rosemount will hold a public hearing at 8:00 p.m., Tuesday,
October 6, 1987 in the Council Chambers of the City Hall, 2875
145th Street West. The purpose of this hearing is to consider
the Carrollton 2nd Addition Preliminary Plat/Concept PUD on
property located between Dodd Boulevard and County Road 42 in
the west half of the Southeast Quarter of Section 30, Township
115, Range 19, Dakota County, Minnesota.
Such persons as desire to be heard with reference to the above
hearing will be heard at this meeting.

PRELIMINARY PLAT REVIEW FOR CARROLLTON 2ND ADDITION
I have reviewed this preliminary plat in the areas of grading & drainage,
public utilities and streets. This memo summarizes my findings and
recommendations and updates my September 9, 1987 memo to the Utilities
Commission.
GRADING/DRAINAGE
The overall topography for this site is mostly flat. The natural drainage
tends to be towards the northeasterly portion of this plat.
A grading plan for this development has not been submitted for review yet,
but in light of the flatness of the topography I donotfeel there should be
any problems.
One method of draining this site would be to construct a storm sewer from
this site to the east and tie into the Chippendale storm sewer. Without
doing a detailed drainage study, this option should use the existing pond
along Cimarron Avenue in the Edwin Rahn 2nd Addition to detain the peak
flows thereby allowing a smaller storm sewer line to the Chippendale system.
The other option would be to collect all the storm run off from this
development and pipe it to the south into O'Leary's Pond.. This could
possibly be done in conjunction with Shannon Parkway improvements. This
option does not provide for any storm water detention and 'therefore would
result in larger size pipe.
I would recommend the second option, because it doesn't require any street
reconstruction. Also, the area east of this development was assessed storm
sewer for the Chippendale system. I'm not sure the Chippendale system can
handle this additional drainage.
PUBLIC UTILITIES
The major trunk sanitary sewer runs through this property from west to east
and then north and south along the easterly boundary of this property as
shown by the sanitary sewer easement on the preliminary plat. This sanitary
sewer is of sufficient size, capacity and depth to provide service to this -
entire development.

PRELIMINARY PLAT REVIEW OF CARROLLTON 2ND ADDITION
Presently there is no watermain to this development. _A 16" trunk watermain
is planned along the east side of Shannon Parkway between Country Road 42
and the south end of the Shannon Park 1st Addition. Prior to final plat
approval of the Carrollton 2nd Addition I would recommend that Council
authorize a project to install a 16" watermain from County Road 42 to
Shannon Park 1st Addition unless the developer choses to install it under
private contract and City reimburse the developer for oversizing.
When this line is completed it will provideadequate pressure and flows to
this development. I would also recommend that this development connect
their water system with the 6" main in Cimarron Avenue, located directly
east of this development.
The developers are proposing to install the lateral sewers and watermain
under private contract. If this is the case, then the plans and
specifications must be prepared by a registered engineer and submitted for
staff review for conformance to City Standards. The cost for all internal
sanitary sewer, watermain (including the Cimarron connection) and storm
sewer will be the sole responsibility of this development.
STREETS
I have reviewed the street layout and have no problem with the alignment.
The street construction should be to City Standards, that being 32` back to
back with concrete curb & gutter and bituminous surfacing to 7 ton design.

A RESOLUTION GIVING APPROVAL TO
THE CARROLLTON 2ND ADDITION CONCEPT PUD AND
PRELIMINARY PLAT AND SETTING OUT THE CONDITIONS FOR
FINAL APPROVAL
WHEREAS, the City of Rosemount has received a PUD Concept Plan
and Preliminary Plat for the west half of the southeast quarter (W 1/2
of SE 1/4) of Section 30, known as Carrollton 2nd Addition; and
WHEREAS, the Planning Commission of the City of Rosemount has
reviewed said Concept PUD and preliminary plat and submitted its
recommendation to the City Council; and
WHEREAS, the required public hearing and notifications have been
completed.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City
of Rosemount approves the Carrollton 2nd Addition PUD Concept Plan
and Preliminary Plat, subject to the following:
1. Rezoning;
2. Guide Plan Amendment;
3. Environmental Assessment Worksheet;
4. Engineering recommendations;
S. Detailed plans and specifications;
6. Trail location recommendations;
7. Park dedication recommendations;
8. PUD Agreement/Subdivision Development Contract;
9. Minor lot configuration changes.
