Approve Staff Recommendation / Agreements for AssessmentsDATE: OCTOBER 2, 1987 TO: CITY COUNCIL C/O STEVE JILK, CITY ADMINISTRATOR FROM: RICH HEFTI, CITY ENGINEER/PUBLIC WORKS DIRECTOR RE: COMMENTS REGARDING ITEM APPROVED STAFF RECOMMENDATION/AGREEMENTS FOR ASSESSMENTS This is a brief summary to address some of the concerns raised at the previous assessment hearings, regarding concerns other than assessments. Jay Simons Addition I contacted the Soo Line railroad regarding the railroad crossing on 130th Street. The representative from the railroad told me that he has a crew working around the West Publishing area in Eagan and would be able to move them down sometime next week to work on this crossing. As for the 130th and 130th Way hairpin curve, I am planning to have the shrubbery, purple lilacs, and the wood post and delineators and arrow signs installed by November 1. Also, I plan to have the wood post with delineators installed by November 1 along Bengal Avenue in the vicinity of Dick Bach residence White Lake Acres I contacted Dakota Electric last week and they informed me that they would begin the process to energize the street lights. I will check back with them if they are not energized by October 15. Also, I amawaitingthe street sign installation and as I indicated the County is about 4-6 weeks behind schedule. As for a inquiry from Mr. Lunde about the slopes on the northeast intersection of Biscayne Avenue and 126th Street West, I rough 'checked them and they appear to be constructed to a 3-1 slope. However, it eroded and there is little evidence of topsoil. The slope is maintainable if the erosion repaired. This would require some dozer time to repair the ruts. Vegetation could be established by either seeding with a low maintenance type ground cover or sodding. Because we are presently in a law suit with the Contractor, I rather doubt we will be able to obtain any desired results through him. Also, I'm not sure he'd be responsible for the erosion if he was not directed to use any preventative devices to establish ground cover. About $2,500.00 is the rough estimate of what I feel it would cost to perform restoration on Mr. Lunde's backslope. PAGE 2 COMMENTS REGARDING ITEM APPROVED STAFF RECOMMENDATION/AGREEMENTS FOR ASSESSMENTS Countv Road 38 Regarding Mr. Wippermans' concerns, as I understand them, the Council has already taken action to request the Commission of Transportation to establish a 45 m.p.h. speed limit on County Road 38. Dakota County has also been lobbying for a 45 m.p.h. speed limit. The final determination has not yet come from the Commissioners office regarding the final speed limit. The County will not install "Bikeway" signs because it is not designated on the County system as a County bike trail. Finally, our crews investigated the Danbury Way street condition and found it to be in satisfactory condition. Regarding Jim Bongers ponding problem, the Council authorized the Public Works Department to pump Mr. Bongers pond down this fall, with his permission to store some water further south on his property. I have scheduled an on-site meeting with Mr. Bongers prior to Tuesdays Council meeting. Regarding Randy Schwarthoff and his plugged culvert, the County will be removing the culvert and regrading the ditch in the area to drain the water away from the driveway approach. This work will be done by County maintenance personnel. The County's inspector on this job was Wayne Thompson and I would recommend anyone having any additional concerns contact him at 431-1150.
