RE: AUTHORIZE REQUEST FOR PROPOSALS FOR MASTER STORM SEWER PLAN
I would like to request that Council authorize Staff to prepare a request for
proposal to select a consulting firm to prepare a master storm sewer
comprehensive plan for the western third of the City because of the following:
1. Development pace is increasing, which will increase storm water run off
by eliminating some natural depressions when property is graded to
accommodate development.
2. There are several existing developed areas that are having problems that
need to be addressed in the comprehensive plan.
3. A comprehensive plan would assist the City in determining necessary
financing for future improvements because we would be able to estimate
the necessary construction costs to complete the system.
4. The Vermillion Watershed District will require the City to have a master
storm sewer comprehensive plan.
5. It will assist future developers in the City in identifying major
drainage districts and major ponding areas and set policies as to how
much increase run off should the City allow new developments.
I would like to be able to get the request proposals out by December 31, 1987 so
that we may review them during January and possibly contract, depending upon the
price, with a firm to begin the study in 1988.
1 will be available to answer any questions or concerns the Council may have at
the October 6, 1987 meeting regarding this matter.
