October 13 was to have been the starting date for our new building
inspector, Steve Kirchman. On Friday, October 9, Steve phoned to tell me
he was reneging on the Rosemount offer and accepting a similar position in
Chanhassen. Needless to say, I was very displeased and rather terse with
him. It was obvious that an interim salary advantage in Chanhassen was
his only motivation. While my ego was bruised and Ron's patience has
worn, I am thankful that this character flaw emerged before it was too
late.
After brief consultations with Ron, Steve and three council members, I
offered the position to Paul Heimkes. Paul is an inspector in Hastings and
was interviewed by Ron and me earlier. You may recall I noted that Ron
and I virtually flipped a coin in making the selection between Kirchman and
Paul, originally.
Paul has an associates degree in building inspection from Inver Hills. He
also received a degreeas architectural technician from DCAVTL He is a
Class I certified building inspector in Minnesota and has received ICBG
(national) certification. Paul has two year's experience in the inspection
field. He is a native of the county and currently lives in Eagan.,
Paul indicated he liked the growth prospects in Rosemount and the
corresponding challenge. He was also quick to point out he wanted to work
in a professional atmosphere and a community where the council fully
supported the inspection program. Why didn't we hire this guy right off
the bat? Good question. Paul has a great personality and will fit in very
well.
I respectfully request the council authorize the hiring of Paul Heimkes in
the position of building inspector. The present salary range is $22,000-
$26,000. Paul will start at the bottom of the range. We do not recommend
an abbreviated step process; however, we will present a new range for 1988
at a subsequent meeting.
