ISSUE
On and off for the last several years the Port Authority has discussed potential users for a portion of
the Canada Circle property owned by the City. Staff has received a call from a Downtown business
owner interested in purchasing approximately one acre of the site. Staff believes this potential sale
would be consistent with the goals of the Council, particularly when the property was initially
acquired. However, the site is not in “development shape” and would require site grading. The grading
is necessary so the entire site could be buildable, and staff does not anticipate that one owner will take
on grading of the entire site. This discussion is only for the 4 acres east of the dump site.
Staff is recommending moving forward on grading of the parcel to make the property more attractive
for development. We would finance the costs through an interfund loan with the cost of the land
including reimbursement of the site preparation costs. As you may recall, the property was acquired
with the intention to relocate businesses that might be affected by the Downtown redevelopment.
While always desirable, the goal of the site development wasn’t to realize a profit but to provide
benefit to existing Rosemount businesses.
If the Port Authority is comfortable with this plan, staff will move forward in obtaining a grading plan
and contractor to commence the work. The site would then be marketed more aggressively, including
any local business owners interested in purchasing all or a portion of the site.
RECOMMENDATION
Direct staff to obtain a grading plan and bids for site grading to occur this summer.
