Dear Fay:
I am enclosing the following items:
1. A revised map showing the location of the proposed
facilities as suggested by the City of Rosemount in their
letter to Mark Longson dated September 4, 1987.
2. A revised construction cost estimate for these facilities.
3. A revised operation and maintenance cost estimate for the
same facilities.
Service to the AVTI can be provided with very little change in
capital costs because the new location selected for the wells is
directly across County Road 42 from the AVTI and very little new
pipeline will need to be constructed. The well pumps and
hydropneumatic tank will need to be larger but the added cost to
accomplish this should not be too significant.
The net affect of the AVTI on the operation of the system will
probably be beneficial, particularly during initial operation
when the erratic water use pattern of the small number of rural
users is "smoothed out" by the relatively large use by the AVTI.
Also, as can be noted in the revised O & M cost estimate, the
cost per Kgal. for the rural users has been brought down
dramatically from our earlier estimate of $2.00 per Kgal. to
$0.59 per Kgal.
You will note in my current construction cost estimate that I've
reduced the "contingency" line item. The 25% factor is still the
same but now I've applied it only to the construction cost rather
than to all costs as was done previously.
