I am a United States citizen and the duly qualified Clerk of the City of
Rosemount, Minnesota,
On November 6, 1987, acting on behalf of the said City, I posted at the
City Hall, 2875 145th Street West, and deposited in the United States
Post Office, Rosemount, Minnesota, copies of the attached notice of a
public hearing for the request to consider. the Carrollton Second
Addition PUD Final Development Plan and rezoning from Agriculture to
Single Family Residential, enclosed in sealed envelopes, with postage
thereon fully prepaid, addressed to the persons listed on the attached
listings at the addresses listed with their names.
There is delivery service by United States Mail between the place of
mailing and the places so addressed.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount
will hold a series of Public Hearings on Tuesday, November 17, 1987, in
the Council Chambers of the City Hall, 2875 145th Street West,
beginning at 8:00 p.m, and continuing until the following items have been
heard. Both hearings affect property legally described as:
The West Half of the Southeast Quarter of Section 30, Township
115, Range 19, Dakota County, Minnesota, lying Southerly of the
centerline of Dodd Road, as now travelled; except the following
described parcel: Commencing at a point eighty rods due West l
and forty-six rods due South of the quarter section stake
between Se-ctions 29 and 30 in said Township and Range, said
point being the center of the Mendota and Dodd Boulevard;
thence due South 382 feet; thence due West 250 feet; thence due
North approximately 245 feet to the center of the Mendota and
Dodd . Boulevard; thence Northeasterly on straight line to the
point of beginning.

Item #1: The purpose of this hearing is to consider the Carrollton
Second Addition PUD Final Development Plan.
Item #2: The purpose of this hearing is to consider the rezoning of
Carrollton Second Addition from AG Agriculture to R-1
Single Family Residential.
Such persons as desire to be heard with reference to the above items

RESOLUTION 1987-
A RESOLUTION GIVING APPROVAL
TO THE CARROLLTON 2ND ADDITION
PUD FINAL DEVELOPMENT PLAN AND PLAT
WHEREAS, the City of Rosemount has approved a PUD Concept
Plan and Preliminary Plat for the residential development of the
west half of the southeast quarter (W 1/2 of SE 1/4) of Section- E `
30, Township 215, Range 19, known as Carrollton 2nd Addition;
WHEREAS, the Planning Commission has reviewed the PUD Final
Development Plan and Plat for Carrollton 2nd Addition and
submitted its recommendation for approval to the City Council,
and
WHEREAS, the required public hearing and notifications have been
completed.
NOW THEREFORE BE IT RESOLVED, that the City Council of the
City of Rosemount approves Carrollton 2nd Addition PUD Final
Development Plan and Plat, subject to an executed PUD and
Subdivision Agreement.

Ordinance No. XV 11.83
An Ordinance Amending Ordinance No. XVII.3 Zoning Ordinance
The City Council of the City of Rosemount, Minnesota ordains as
follows:
SECTION I. Ordinance No. XVII.3, adopted October 19, 1972, entitled,
"ZONING ORDINANCE, VILLAGE OF ROSEMOUNT, DAKOTA COUNTY,
MINNESOTA," is hereby amended to rezone from Agriculture District to
R-1 Single Family the followingdescribed property located within the
City of Rosemount, Minnesota, to-wit:
That property described as Carrollton 2nd Addition.
SECTION II. The Zoning Map of the City of Rosemount referred to
and described in said Ordinance No. XVII.3 as that certain map entitled,
"ZONING MAP, VILLAGE OF ROSEMOUNT, MINNESOTA," shall not be
republished to show the aforesaid rezoning, but the Clerk shall
appropriately mark the said zoning map on file in the Clerk's office for
the purpose of indicating the rezoning hereinabove provided for in this
Ordinance and all of the notation references and other information
shown thereon are hereby incorporated by reference and made a part of
this Ordinance.
SECTION III. This Ordinance shall be in full force and effect from and
after its publication according to law:
Enacted and ordained into an Ordinance this 17th day of November,
1987.

A RESOLUTION ESTABLISHING A
NEGATIVE DECLARATION FOR CARROLLTON 2ND ADDITION
RESIDENTIAL PUD ENVIRONMENTAL ASSESSMENT WORKSHEET
WHEREAS, notice of the EAW availability for Carrollton 2nd Addition
Residential PUD published in the'EQB Monitor on October 5, 1987; and
WHEREAS, notice of the EAW availability was published in the city's
official newspaper; and
WHEREAS, copies of the EAW were distributed to all points on the EQB
Distribution List; and
WHEREAS, the thirty -day EAW review period ended on November 5, 1987;
and
WHEREAS, the EAW was reviewed at a public meeting on November 5, 1987.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Rosemount hereby makes a Negative Declaration for O'Leary's Hills
Residential PUD EAW, based upon the following Findings of Fact:
1. The EAW content was adequate for review.
2. There were no recommendations for further environmental
review.
3. Mitigation of impacts of dust and noise, associated with
routine construction practices, will be required by the City as
part of its process. The impact of noise from abutting
highways has been evaluated by the City. It has been
determined that existing and ,proposed earthen berms combined
with extensive landscaping plantings, which are required
elements in the design of the development, represent adequate
measures to mitigate noise from traffic on adjoining streets
and highways.
4. Growth in this area is well planned and contiguous with the
Metropolitan Urban Service Area. The loss of prime
agricultural soils in this and future projects is unavoidable as
the region and community grow.
5. The project represents typical suburban single family
residential development. No potential for significant adverse
environmental impacts are associatedwith the project.
