Director 7 a. ATTACHMENTS: none APPROVED BY: dls RECOMMENDED ACTION: None, discussion only ISSUE The City of Rosemount is in the process of working to create our 2040 Comprehensive Plan. Cities, townships and counties in the seven-county area pYepa,Ye comprehensive plans as Yequixed by the Metropolitan Land Planning Act.The Metropolitan Council requixes cities to update their Compxehensive Plan every ten years, so our most recent plan was a 2030 Comprehensive plan that was adopted in 2009. 'The Comprehensive Plan defines the expected residential, commercial and industrial development and contains forecasts for population,household and employment growth through the year 2040.There are sevexal components that make up the CompYehensive Plans including a chapter on Parks,Recreation, Trails and Open Space.The City's current Parks,Trails and Open Space System MasteY Plan was completed in 2008 as part of the 2030 Comprehensive Pla.n. Sta.ff expects that the woYk we will be doing to create a new 2018 Paxks Master Pla.n will be only an upda.te to our 2008 plan and not a complete rewrite. A ma,jority of the work will be completed in-house by Paxks and Recreation sta,ff,with input fxom the PaYks and Recreation Commission and the general public. Staff is planning to host community meetings to gather input from residents and will also conduct sta.keholder meetings to get input on future needs from local organizations that use our parks. Some of the questions we will be asking will include:what's working well;what needs impYovement;what is missing from our paxks system and what do we need more of. Sta,ff would also like to hear fxom the Parks and Recxeation Commission as to what you would like to ask our residents about our current and futuxe park system. Sta.ff would also like the Commission to discuss the goals of the PaYks,TYails and Open Space System Master Plan. The list below identifies the goals that wexe adopted for the 2008 plan. • Continue to develop a comprehensive paxks,trails and open space system that meets the needs of the e�anding community. • Meet our community's parks,trails and open space needs thxough proactive planning, partnexships and responsible spending. • Continue to create a community that is well connected by trails, sidewalks and other pedestrian friendly amenities. • Create and follow sta.ndaYds for recreational facilities that include having a park axea within walking distance of all homes in the urban developed area of the City. • Preserve,protect and enhance our natural resources. • Continue to invest in the future of ouY parks, trails and open space through high levels of maintenance and an active Capital Impxovement Plan. • Plan for and develop revenue sources for facility renovations and replacement. • Enhance sustainability through energy conservation,best management pxactices and use of environmentally friendly products,practices and equipment. • Maximize efficient use of park and recreation facilities through scheduling, and the addition of lYClgiltion and lighting. • Adopt policies to assure a balance of facility development and an equita,ble allocation of fields and facilities.
