I. Work Session
The work session was called to order at 6:36 p.m. Commissioners Kenninger, VanderWiel, Freeman, Henrie,
Mele, and Clements were present.
Senior Planner Kyle Klatt reviewed the work that has taken place on the Comprehensive Plan Update. Mr.
Klatt’s review included discussion about the revised Land Use Map, a draft of the Future Land Use Table,
and requests by landowners for changes to the guiding of their property. The meeting concluded with
updates from staff and commissioners.
Land Use Map
Senior Planner Klatt reviewed for the Planning Commission the changes to the Land Use Map that were
previously discussed. Commissioner Mele wondered about moving the medium and higher density residential
districts closer to DCTC. Senior Planner Klatt also presented changes to the MUSA line that would be
included in the update to the Land Use Map. Finally, Senior Planner Klatt reviewed a map of all the land
owned by Flint Hills Resources. The parcels included on the map can be anticipated to have little to no
development in the foreseeable future and should be guided accordingly. These parcels should also be
excluded from density calculations to be submitted to the Metropolitan Council.
Future Land Use Table
Senior Planner Klatt presented a draft of the updated Land Use Table. This table is used to calculate the
number of households the City can reasonably expect to accommodate using the densities identified in the
different land use designations multiplied by the number of acres allocated for each land use district.
Commissioners asked a number of questions about the difference between the minimum density allowed in
certain areas and the actual density that has historically developed in Rosemount. The Commission wondered
if it wouldn’t be beneficial to increase the minimum density required to something closer to the historic
density of new development. Increasing the minimum density would make it easier to hit Met Council
requirements since the Met Council uses minimum density to calculate projected growth. On the other hand,
a lower minimum density allows for greater flexibility in designing new developments. Commissioner
Kenninger thought it would be helpful to use a higher, more realistic, density when talking about projected
growth in the marketing of the City to potential commercial developers.
Land Owner Requests
Staff has received letters from several land owners requesting that their properties be reguided with the
update to the Land Use Map. These property owners believe that reguiding their properties would more
accurately reflect the realistic development potential of their properties. One of the requests was to reguide a
number of parcels from TR-Transitional Residential to LDR-Low Density Residential in the area immediately
north of Bonaire Path and west of Bacardi Avenue. The property owner believes that the property should be
reguided due to the fact that urban services are now available with the improvements that have been made to
Bonaire Path and Bacardi Avenue.

The second request relates to the property east of Chippendale Avenue and north of 160 Street West. This
property has been guided for commercial development, but the owner and their real estate broker have

received very little interest. The property was purchased prior to the realignment of Highway 3 when it was
more likely to be developed for a commercial use. Since the realignment of Highway 3, the property is now
more likely to be developed into a residential use if it was reguided for such. Commissioners expressed
acceptance that these reguidings could be included in the updated Land Use plan.
II. Staff Updates
Staff provided a general update of other sections of the Comprehensive Plan. The more technical sections of
the Comprehensive Plan will be completed when a permanent Engineering Director is brought on board.
The Commission requested from staff a brief update on projects that had previously been recommended for
approval so they can answer questions brought to them by Rosemount residents. Staff will include a short
summary at future meetings of updates to projects that the Commission had recommended for approval.
